The Sub-Committee on the consideration of the objections filed on the proposed electoral boundaries for Quebec of the Standing Committee on Procedure and House Affairs met at 11:01 o'clock a.m. this day, in Room 112-N, Centre Block, for the purpose of electing a Chair.
Members of the Sub-Committee present: Mark Assad, Robert Bertrand and Gaston Leroux.
In attendance: From the Research Branch of the Library of Parliament: Gérald Lafrenière, Research Officer.
The Clerk presided over the election of a Chair.
On motion of Mark Assad, it was agreed,--That, Robert Bertrand be elected Chair of the Sub-Committee.
Accordingly, Robert Bertrand took the Chair.
The Sub-Committee proceeded to the consideration of its future business.
After debate, it was agreed,--That, the Sub-Committee extend an invitation to appear to the Members who have filed an objection allowing 15 minutes to each member except for Paul Crête who will be allowed 20 minutes and the Honorable Alfonso Gagliano who will be allowed 30 minutes.
It was agreed,--That, the Sub-Committee meet in accordance with the following schedule:
On Tuesday, October 3, 1995 from 11:00 a.m. to 1:00 p.m. and 3:30 p.m.; on Wednesday, October 4, 1995 starting at 3:30 p.m. to accommodate Members who can't attend the Tuesday meetings and on Thursday, October 5, 1995 at 3:30 p.m. for consideration of the Draft Report.
At 11:27 o'clock a.m., the Sub-Committee adjourned to the call of the Chair.

The Sub-Committee on the consideration of the objections filed on the proposed electoral boundaries for Quebec of the Standing Committee on Procedure and House Affairs met at 11:14 o'clock a.m. this day, in Room 208, West Block, the Chairman, Robert Bertrand, presiding.
Members of the Sub-Committee present: Mark Assad, Robert Bertrand, and Gaston Leroux.

The Sub-Committee proceeded to the consideration of its Orders of Reference from the Committee dated Tuesday, September 19, 1995, Tuesday, September 26, 1995 and Tuesday, October 3, 1995, in relation to the objections filed on the proposed electoral boundaries for Quebec. Paul Crête made an opening statement and answered questions on the proposed boundaries for his own riding and on the Eastern Québec Region.
Richard Bélisle made an opening statement and answered questions.
By unanimous consent, the document presented by Richard Bélisle is filed as an exhibit with the Clerk of the Sub-Committee (Exhibit - ``A'').
Benoît Sauvageau made an opening statement and answered questions.
By unanimous consent, the document presented by Benoît Sauvageau (extract from the House of Commons Debates of June 20, 1995) is filed as an exhibit with the Clerk of the Sub-Committee (Exhibit - ``B'').
Mark Assad made an opening statement and answered questions.

On motion of Mark Assad, it was agreed,--That, the documents filed by Members, in support of the objections be filed with the Clerk of the Sub-Committee as exhibits.
The Sub-Committee resumed consideration of guidelines for a Draft Report to the Committee.

The Sub-Committee proceeded to the consideration of a Draft Report to the Committee.
It was agreed,--That, the Draft Report, as amended, be adopted and presented to the Standing Committee on Procedure and House Affairs.
It was agreed,--That, the Chairman, through the Clerk, be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report.
