Pursuant to its Order of Reference dated October 2, 1995, the Committee resumed consideration of Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.
Mark Nantais, Richard Colcomb and Tayce Wakefield made opening statements and, with the other witnesses from Motor Vehicule Manufacturers' Association, answered questions.
It was agreed,--That the photos depicting the effect of MMT-laden fuel and non-MMT-laden fuel on spark plugs and catalytic converters be filed with the Clerk as Exhibit #1.
It was agreed,--That the Analysis of 1988 and 1992-93 Ethyl Corporation Test Fleet HE and NO Emission be filed with the Clerk as Exhibit #2.
By unanimous consent, the Committee proceeded to consider its future business.
By unanimous consent, it was agreed,--That, notwithstanding previous decisions adopted by the Committee on Tuesday, October 17, 1995, the Committee call a meeting on Bill C-83 in order to reconsider certain clauses of the said Bill in view of technical information since provided to the Committee.

It was agreed,--That the resolutions adopted at the meeting of October 17, 1995 regarding the adoption of Bill C-83 as amended, the reprint of Bill C-83 for use at Report Stage, and the order to the Chair to report the said Bill, as amended, to the House be rescinded.
On Clause 2
Paul Steckle moved,--That clause 2 of Bill C-83 be amended by striking out lines 16 to 19, on page 1, and substituting the following therefor:
"to the Financial Administration Act,
(b) any department in respect of which a direction has been made under subsection 24(3), and
(c) any department set out in the schedule;"

Clifford Lincoln moved,--That Clause 5, of Bill C-83, be amended by (a) adding, immediately after the heading SUSTAINABLE DEVELOPMENT on page 3, the following:
``21.1 The purpose of the Commissioner is to provide sustainable development monitoring and reporting on the progress of category I departments towards sustainable development, which is a continually evolving concept based on the integration of social, economic and environmental concerns, and which may be achieved by, among other things,
(a) the integration of the environment and the economy;
(b) protecting the health of Canadians;
(c) protecting ecosystems;
(d) meeting international obligations;
(e) promoting equity;
(f) an integrated approach to planning and making decisions that takes into account the environmental and natural resource costs of different economic options and the economic costs of different environmental and natural resource options;
(g) preventing pollution; and
(h) respect for nature and the needs of future generations.''
(b) by striking out line 8, at page 4, and substitute the following therefor:

(6) The Governor in Council, on the recommendation of the Minister of the Environment, may, by order, amend the schedule by deleting a department from it.
