The Standing Committee on Justice and Legal Affairs met in camera at 10:05 o'clock a.m. this day, in Room 308, West Block, the Chair, Shaughnessy Cohen, presiding.
Members of the Committee present: Shaughnessy Cohen, Paul DeVillers, François Langlois, John Maloney, Jack Ramsay, Geoff Regan, George S. Rideout, Andrew Telegdi, Paddy Torsney and Randy White.
Acting Member present: Roger Gallaway for Nick Discepola.
In attendance: From the Research Branch of the Library of Parliament: Patricia Begin, Research Officer.
Pursuant to Standing Order 108(2), the Committee resumed consideration of the subject matter of the Motion No. 168 (Victims' Bill of Rights) (See Minutes of Proceedings dated Tuesday, April 8, 1997, Issue No. 10, Meeting No. 121).
The Committee proceeded to the consideration of its Draft Report.
On motion of George S. Rideout, it was agreed,--That the Draft Report, as amended, be concurred in.
On motion of George S. Rideout, it was agreed,--That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.
On motion of George S. Rideout, it was agreed,--That, pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.
On motion of George S. Rideout, it was agreed,--That the Chair table the Report as the Twelfth Report of the Committee.
In accordance with its mandate under Standing Order 108(2) and the Committee's motion to adduce evidence heard in the first session of this Parliament, the Committee resumed consideration of the comprehensive review of the Young Offenders Act (Phase II), in particular, issues relating to youth crime, the youth justice system and the operation and implementation of the Young Offenders Act (See Minutes of Proceedings dated Tuesday, March 12, 1996, Issue No. 1).
The Committee resumed consideration of its Draft Report.
On motion of François Langlois, it was agreed,--That the Committee authorize the printing of a dissenting opinion of the Bloc Québécois as an appendix to this report and that the dissenting opinion be submitted to the Clerk no later than 2:00 o'clock p.m., April 23, 1997.
At 11:47 o'clock a.m., the Committee adjourned to the call of the Chair.
