Honourable members, I see a quorum. In accordance with Standing Orders 106(1) and 106(2), the first item of business is to elect a Chairperson. I am ready to receive motions to this effect.
[English]
Mr. Reed (Halton - Peel): I would like to submit the name of Mr. Mitchell.
Motion agreed to
The Clerk: I invite Mr. Mitchell to take the chair.
Some hon. members: Hear, hear!
The Chairman: I wish that all my elections should be quite as easy.
Thank you. First of all, let me thank the committee for your continued show of support. As well, I notice from looking around the table that we have a couple of new members. Welcome, gentlemen, and I guess I should say welcome back too.
An hon. member: [Inaudible - Editor].
The Chairman: And ladies too. I was only referring to the new members.
The second item of business is the election of a first vice-chairperson. Nominations, please.
Mrs. Cowling (Dauphin - Swan River): Mr. Chairman, I would like to nominate Peter Thalheimer as first vice-chair.
The Chairman: We have a proposal for Mr. Thalheimer. All those in favour?
Mr. Ringma (Nanaimo - Cowichan): Can we have other nominations, or is it just the -
The Chairman: We have a second vice-chairmanship position, which I'll open for nominations in just a second. Any opposition to Mr. Thalheimer?
Motion agreed to
The Chairman: We'll turn to the election of a second vice-chair.
[Translation]
Ms. Guay (Laurentides): I move that René Canuel be elected vice-chair of the committee.
[English]
Mr. Ringma: I'd like to have a recorded vote on that, Mr. Chairman.
The Chairman: That's in order. Mr. Clerk.
Mr. Ringma: Can we have more than one nomination at the same time, Mr. Chair?
The Chairman: The standing order for committees is that there are two vice-chairmanship positions. We've had two motions on the floor, one of which was voted on unanimously, and this one, which is your call for a recorded vote. After that, there are no more motions for vice-chairmen. Is that correct?
The Clerk: Yes, unless this one is defeated.
The Chairman: Unless this one is defeated.
Mr. Ringma: It's just that I was going to propose Darrel Stinson as a nominee, but the way things are going here, it looks as if the door isn't open for that.
The Chairman: No, it's not that the door isn't open. I asked for nominations and I recognized the first two members I saw. They put their motions forward and that's what we're voting on. The first one we voted on was carried unanimously. On this one, you've made a request for a recorded vote, and that's what I've asked the clerk to do.
Mr. Reed: Perhaps I can clarify it, Mr. Chairman. These nominations are actually motions -
The Chairman: They're motions, yes.
Mr. Reed: - so you would not have a multiple choice.
The Chairman: Mr. Reed points out one of the peculiarities of our system here. There's a motion for one person as opposed to nominations and a multi-person election.
Motion agreed to: yeas 9; nays 2
The Chairman: We are going to be dealing with some business that will require us to go in camera. I would ask those people who are in the back of the room to please depart.
