The Sub-Committee on the Draft Regulations on Firearms of the Standing Committee on Justice and Legal Affairs met in camera at 3:35 o'clock p.m. this day, in Room 308, West Block, the Chair, Russell MacLellan, presiding.

Members of the Sub-Committee present: Pierre de Savoye, Russell MacLellan, John Maloney, Jack Ramsay and Susan Whelan.

Acting Member present: Paul DeVillers for Gordon Kirkby.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

The Sub-Committee commenced consideration of its Order of Reference from the Committee dated Thursday, September 19, 1996 being read as follows:

That, pursuant to Standing Order 108(1)(a) and (b) a Sub-Committee of the Standing Committee on Justice and Legal Affairs to be composed of 6 members including the Chair, 3 members of the Liberal Party, 1 member of the Bloc, 1 member of the Reform Party, be established with all the powers of the Committee except the power to report to the House; and pursuant to Standing Order 108(2) the mandate of the said Sub-Committee shall be to examine the Draft Regulations on Firearms to be tabled in the House in October 1996 and to report to the Standing Committee.

ORDERED,--That pursuant to its Order of Reference from the Committee dated Wednesday, November 27, 1996, the Sub-Committee on the Draft Regulations on Firearms of the Standing Committee on Justice and Legal Affairs be composed of the following Members: Russell MacLellan as Chair, Gordon Kirkby, Susan Whelan, John Maloney, Pierre de Savoye and Jack Ramsay.

Pursuant to Standing Order 32(5), (Wednesday, November 27, 1996), and section 118 of the Firearms Act,> 1995, c. 39, the Sub-Committee began consideration of the following Draft Regulations concerning: Firearms Licences Regulations (SOR 96-458-01), Non-Prohibited Ammunition Transfer Document Regulations (SOR 96-224-01), Storage, Display, Transportation and Handling of Firearms by Individuals Regulations (SOR 96-216-02), Storage, Display and Transportation of Firearms and Other Weapons by Businesses Regulations (SOR 96-564-01), Authorizations to Transport Restricted Firearms and Prohibited Firearms Regulations (SOR 96-243-02), Authorizations to Carry Restricted Firearms and Certain Handguns Regulations (SOR 96-242-02), Authorization to Export or Import Firearms Regulations (Businesses) (SOR 96-560-01), Conditions of Transferring Firearms and Other Weapons Regulations (SOR 96-566-01), Firearms Records Regulations (SOR 96- 584-01), Aboriginal Peoples of Canada Adaptations Regulations (Firearms) (SOR 96-585-02), Firearms Fees Regulations (SOR 96-268-02).

The Committee proceeded to the adoption of the following routine motions:

On motion of Pierre de Savoye, it was agreed,-That the Sub-Committee print the number of copies of its Minutes of Proceedings as established by the Board of Internal Economy.

On motion of Pierre de Savoye, it was agreed,--That the Chair be authorized to hold meetings in order to receive and authorize the publication of evidence when a quorum is not present provided that at least three (3) Members, including one from the Opposition, be present.

On motion of Paul DeVillers, it was agreed,--That the Sub-Committee retain the services of one or more research officers from the Library of Parliament, as needed, to assist the Sub-Committe in its works, at the discretion of the Chair.

On motion of Susan Whelan, it was agreed,--That, unless there is a unanimous consent of each representative of the three parties, forty-eight (48) hours notice must be given to the members of the Sub-Committee before any new item of business is considered by the Sub-Committee.

On motion of John Maloney, it was agreed,--That, during the questioning of witnesses, time be so allocated: First round of questions--10 minutes for each party in this order: Official Opposition, Reform Party of Canada and Government Party. Subsequent rounds--At the discretion of the Chair, 5 minutes for each questioner, alternately between government and opposition members.

On motion of Susan Whelan, it was agreed,--That the Clerk of the Sub-Committee be authorized to distribute, in their original language, the documents received from the public and that the Clerk of the Sub-Committee ensure that such documents are translated and the translation distributed as promptly as possible.

On motion of Paul DeVillers, it was agreed,--That, at the discretion of the Chair, reasonable travelling expenses, as per the regulation established by the Board of Internal Economy, be paid to witnesses invited to appear before the Sub-Committee, and that for such payment of expenses a limit of two (2) representatives per organization be established.

On motion of Pierre de Savoye, it was agreed,--That when the Chair of the Sub-Committee is unable to act in this capacity at or during a meeting of the Sub-Committee, he shall designate a Member of the Sub-Committee to act as Chair at or during the said meeting.

The Sub-Committee proceeded to the consideration of its future business.

It was agreed to invite the Senior Officials from the Department of Justice on December 10, 1996 at 9:30 a.m.

It was agreed to invite witnesses during the week of December 9, if possible, and to organize meetings during the week of January 27, 1997, if the House is coming back sooner.

John Maloney moved,--That the Draft Report, as amended, be concurred in.

Gordon Kirkby moved,--That the Chair present the Report to the Full Committee.

John Maloney moved,--That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

Gordon Kirkby moved,--That, pursuant to Standing Order 109, the Sub-Committee request that the Government provide a comprehensive response to this Report.
