MINUTES OF PROCEEDINGS


TUESDAY, SEPTEMBER 24, 1996

[Translation]

The Standing Committee on Human Resources Development met at 3:30 o'clock p.m., this day, in room 112-N, Centre Block, for the purpose of electing a Chair and Vice-Chairs.

Members of the Committee present: Jean Augustine, Maurizio Bevilacqua, Patrick Gagnon, Dale Johnston, Ian McClelland, Larry McCormick, Robert D. Nault, George Proud, Jim Silye and Stéphan Tremblay.

Acting Members present: Don Boudria for Gerry Byrne, Andy Scott for Geoff Regan, Wayne Easter for Anna Terrana, René Laurin for Christiane Gagnon, Antoine Dubé for Francine Lalonde.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering and Mary Hurley, Research Officers.

The Clerk of the Committee presided over the election of a Chair.

Larry McCormick moved, seconded by Antoine Dubé,--That Maurizio Bevilacqua do take the Chair of this Committee as Chairman.

The question being put on the motion, it was agreed to.

Maurizio Bevilacqua took the Chair.

René Laurin moved, seconded by Antoine Dubé,--That Francine Lalonde be elected Vice-Chair of the Committee.

The question being put on the motion, it was agreed to.

George Proud moved, seconded by Larry McCormick,--That Jean Augustine be elected Vice-Chair of the Committee.

The question being put on the motion, it was agreed to.

At 3:36 o'clock p.m., the Committee adjourned to the call of the Chair.


WEDNESDAY, OCTOBER 9, 1996

[Translation]

The Standing Committee on Human Resources Development met at 3:30 o'clock p.m., this day, in room 308, West Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Jean Augustine, Maurizio Bevilacqua, Francine Lalonde, Gurbax Singh Malhi, Ian McClelland, Larry McCormick and George Proud.

Acting Members present: Réal Ménard for Christiane Gagnon, Leon Benoit for Dale Johnston, Andy Scott for Robert D. Nault.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Research Officer.

Appearing: The Honourable Alfonso Gagliano, Minister of Labour.

Witnesses: From the Department of Human Resources Development: David Head, Director General, Part II & III Code Review Task Force; Judith Weinman, Legislative Councel, Part III Review.

The Order of Reference dated Wednesday, June 12, 1996, being read as follows:

Ordered,--That Bill C-35, an Act to amend the Canada Labour Code (minimum wage) be now read a second time and referred to the Standing Committee on Human Resources Development.

The Minister made a statement and, with the witnesses, answered questions.

The Committee proceeded to a detailed study of the Bill.

Clauses 1 to 3 inclusive carried on division.

The title carried.

The Bill carried.

Ordered,--That the Chair report Bill C-35 to the House.

At 4:22 o'clock p.m., the Committee adjourned to the call of the Chair.


THURSDAY, NOVEMBER 21, 1996

The Standing Committee on Human Resources Development met in camera at 10:41 o'clock a.m., this day, in room 705, La Promenade, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Maurizio Bevilacqua, Gerry Byrne, Patrick Gagnon, Dale Johnston, Francine Lalonde, Ian McClelland, Larry McCormick and Robert D. Nault.

Acting Members present: Bonnie Brown for Jean Augustine; Réal Ménard for Christiane Gagnon.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Research Officer. From the Committees and Parliamentary Associations: Suzanne Verville, Committee Clerk.

The Committee proceeded to consideration of its future business.

It was agreed,--That the Committee Clerk convene witnesses registered on the list of requests for appearance dated November 19, 1996.

At 11:31 o'clock a.m., the Committee adjourned to the call of the Chair.
