QUESTION

With regard to large information technology projects, and specifically the four pillars of the Shared Services Initiative: (a) has the government prepared a detailed plan accompanied by schedules to explain how it will proceed with the implementation of these major projects, (i) if so, what are the details of this plan, (ii) if not, what are the reasons for the non-existence of such a document; (b) for each of the pillars, (i) which departments are potential clients, (ii) what is the project’s estimated value (estimated minimum to estimated maximum), (iii) what is the description of each project, (iv) what are the key success factors, (v) what are the advantages and estimated costs, (vi) what is the department’s organizational capacity, (vii) what is the planned project launch date for the invitations to tender, (viii) will the contract be awarded to one supplier or several, (ix) for these long-term contracts, what means does the government have to change suppliers once the project is under way; and (c) with regards to the process for implementing major projects, (i) what are the details of the business plan that was used to justify the projects, (ii) was an independent review done on the business plan and, if so, which individuals or organizations were part of it, (iii) what are the details of the impact studies on the small and medium-sized businesses (SME) in the Ottawa-Gatineau region or elsewhere, (iv) what strategy was used to mitigate the impact on SMEs, (v) is there an impact study for these projects on the information technology industry and, if so, what are the details?

ii)         Results of the IT Expenditure Review Committee’s (ERC) portion of the 2004 Government Operations Review made it clear that there were savings and service improvements that could be achieved by a common/shared service delivery model.

iii)        The four pillars are Data Centre, Desktop, Networks and Security.

v)         The advantages are reducing fragmentation and improving service delivery, and the costs are unknown.

As background please note that PWGSC, HRSDC and CIC have been in discussion for many months on requirements and contracting approach, and a significant organizational capacity has been established.

 

vii)       The launch date for Networks is within the next 12 months, depending on industry consultation. There is no established launch date for Data Centre and Desktop. Security is done through the existing Secure Channel contract, and discussions on extending the existing contract and establishing a new secure channel service are ongoing.

 

viii)      Multiple suppliers will be used to meet the aggregate requirements.

 

ix)        The proposed approach establishes clear arrangements for picking a winning bid and for off ramps/options for extensions. 

 

(c)

 

i)         The business case is the savings identified by the ERC review, and the business plan will be established in the RFP process and with the winning bidder(s).

 

ii)        The business case was validated by Gartner Inc. and Meta Group, both international and widely respected consulting companies.

iv)        PWGSC and TBS have had broad consultation with industry including SMEs.  PWGSC’s strategy for offering consolidation capabilities is optional to departments. They will have opportunities to exercise their judgment in using these services, seeking alternatives and making bilateral and other arrangements (within the limits of their mandates).

En ce qui concerne les grands projets en technologie de l’information, et spécifiquement les quatre piliers de l’Initiative des services partagés : a) le gouvernement a-t-il préparé un plan détaillé assorti d'échéanciers pour expliquer comment il procédera avec la mise en œuvre de ces grands projets, (i) si oui, quels sont les détails de ce plan, (ii) si non, quelles sont les raisons de l’inexistence d’un tel document; b) pour chacun des piliers, (i) quels sont les ministères qui pourraient être clients, (ii) quelle est la valeur estimée du projet (allant du minimum prévu au maximum prévu), (iii) quelle est la description de chaque projet, (iv) quels sont les facteurs de réussites clés, (v) quels sont les avantages et coûts estimés, (vi) quelle est la capacité organisationnelle du ministère, (vii) quelle est la date prévue pour le lancement du projet pour l’appel d’offres, (viii) l’attribution du contrat sera-t-elle faite à un seul fournisseur ou à plusieurs, (ix) pour ces contrats à long terme, de quels moyens dispose le gouvernement pour changer de fournisseurs en cours de réalisation du projet; c) pour ce qui est du processus entourant la mise en œuvre des grands projets, (i) quels sont les détails du plan d'affaires ayant servi à justifier les projets, (ii) le plan d'affaires a-t-il fait l'objet d'une révision indépendante et, si oui, quels individus ou organismes y ont-ils participé, (iii) quels sont les détails des études d’impact sur les petites et moyennes entreprises (PME) de la région d’Ottawa-Gatineau ou ailleurs, (iv) quelle stratégie est-elle utilisée pour mitiger l’impact sur les PME, (v) existe-t-il une étude d’impact de ces projets sur l’industrie de la technologie de l’information et, si oui, quels en sont les détails?

vii)       Les réseaux seront lancés d’ici 12 mois, sous réserve des consultations auprès de l’industrie. Il n’y a pas de date de lancement prévue pour le centre de données et les postes de travail. La sécurité est assurée par le biais du marché existant de la Voie de communication protégée, et les discussions sur le prolongement du marché existant et l’établissement d’un nouveau service de voie de communication protégée se poursuivent.

 

viii)      On aura recours à de multiples fournisseurs pour combler l’ensemble des besoins.

 

ix)        L’approche proposée prévoit des mécanismes clairs pour choisir la soumission gagnante, le droit de retrait et les options de prolongement.

 

c)

 

i)          L’analyse de rentabilisation correspond aux économies mises au jour par l’examen du CED. Le plan d’activité sera établi dans le cadre du processus de la demande de propositions et avec le soumissionnaire retenu.

 

ii)         L’analyse de rentabilisation a été validée par Gartner Inc. et le Meta Group, deux multinationales de services‑conseil des plus réputées.

iv)        TPSGC et le SCT ont tenu de larges consultations auprès de l’industrie à propos des PME. À noter que la stratégie de TPSGC sur l’offre de capacités de consolidation aux ministères est facultative. Les ministères pourront exercer leur jugement en ce qui touche l’utilisation de ces services, chercher des solutions de rechange et établir des mécanismes, bilatéraux ou autres, dans leur respect de leurs mandats.
