Pursuant to Order made Monday, April 27, 2009, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Laforest (Saint-Maurice—Champlain), seconded by Mr. Dufour (Repentigny), — That, in the opinion of the House, the government should negotiate in good faith with the Government of Quebec to resolve the dispute dating back over ten years regarding the harmonization of the QST with the GST in the early 1990s and agree to provide $2.6 billion in compensation to Quebec for this harmonization, and that Quebec continue to administer these harmonized taxes.

Pursuant to Order made Monday, April 27, 2009, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Faille (Vaudreuil-Soulanges), seconded by Mr. Desnoyers (Rivière-des-Mille-Îles), — That, in the opinion of the House, the government should introduce in the House, no later than October 15, 2009, a bill to amend the Canada Labour Code to prohibit the use of replacement workers in labour disputes falling under the jurisdiction of the federal government while at the same time ensuring that essential services are maintained. Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Julian (Burnaby—New Westminster), seconded by Ms. Charlton (Hamilton Mountain), Bill C-372, An Act to amend the Criminal Code (victim restitution), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Chow (Trinity—Spadina), seconded by Mr. Martin (Sault Ste. Marie), Bill C-373, An Act to establish criteria and conditions in respect of funding for early learning and child care programs in order to ensure the quality, accessibility, universality and accountability of those programs, and to appoint a council to advise the Minister of Human Resources and Skills Development on matters relating to early learning and child care, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, when the motion to concur in the Fifth Report of the Standing Committee on Citizenship and Immigration, presented on Wednesday, March 11, 2009, is moved, the length of speeches be ten minutes maximum and the speeches be not subject to a question and comment period; and after no more than one speaker from each of the recognized parties have spoken, the motion be deemed agreed to on division.

Private Members' Business

At 5:59 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Patry (Pierrefonds—Dollard), seconded by Mr. Scarpaleggia (Lac-Saint-Louis), — That, in the opinion of the House, the government should act immediately to implement the measures of the Advisory Group report "National Roundtables on Corporate Social Responsibility and the Canadian Extractive Industry in Developing Countries" by creating, in an appropriate legal framework and with the funds needed, an independent ombudsman office with the power to receive and investigate complaints. (Private Members' Business M-283)

The debate continued.

The question was put on the motion and, pursuant to Standing Order 93(1), the recorded division was deferred until Wednesday, May 6, 2009, immediately before the time provided for Private Members' Business.
