| In accordance with its Order of Reference of Wednesday, May 13, 2009, your Committee has considered Bill C-310, An Act to Provide Certain Rights to Air Passengers, and agreed on Monday, November 23, 2009, to report the following: | Conformément à son Ordre de renvoi du mercredi 13 mai 2009, votre Comité a étudié le projet de loi C-310, Loi visant l’attribution de certains droits aux passagers aériens, et il a convenu le lundi 23 novembre 2009, de faire rapport de ce qui suit : |
| That, pursuant to Standing Order 97.1, and, after some hearings on Bill C-310 (Air Passengers' Bill of Rights), the Committee recommends that the House do not proceed further with Bill C-310 because it makes air carriers responsible for passenger inconveniences and excludes the responsibility of other parties such as an airport authority, NAV CANADA, Canadian Air Transport Security Authority (CATSA), and the Canada Border Services Agency. | Que conformément à l’article 97.1 du règlement et après avoir tenu des audiences au sujet du projet de loi C-310 (Déclaration des droits des passagers aériens), le comité recommande que la Chambre ne poursuive pas l’étude du projet de loi C-310 puis qu’il rend les transporteurs aériens responsables des inconvénients causés aux passagers et exclus la responsabilité devant être attribué aux autres intervenants, tel que les administrations aéroportuaires, NAV CANADA, l’Agence canadienne de la sûreté du transport aérien (ACSTA) et l’Agence des services frontaliers du Canada. |
