On Tuesday, February 13, 2007, the Standing Committee on the Status of Women met in camera and adopted its draft report on the Study on Human Trafficking.

Le mardi 13 février 2007, le Comité permanent de la condition féminine s’est réuni à huis clos pour adopter son rapport provisoire sur l’Étude sur la traite des personnes.

On Tuesday February 27th, 2007, an article published in the Toronto Star made reference to the confidential draft report of the committee in advance of its presentation to the House of Commons. The article refers to information contained in the draft report, including the number of recommendations, the title, and the content of several specific recommendations.

Dans un article paru le mardi 27 février 2007 dans le Toronto Star, on faisait référence au rapport provisoire confidentiel du Comité avant qu’il ne soit présenté à la Chambre des communes. Il était question dans cet article d’information figurant dans ce rapport, dont le nombre de recommandations, le titre du rapport et le contenu précis de plusieurs recommandations.

In light of this matter, the Committee has reason to believe that a potential breach of privilege has occurred, and on Tuesday, February 27, 2007, the Committee unanimously adopted the following motion:

En conséquence, le Comité a des raisons de croire qu’il pourrait y avoir eu atteinte au privilège, et il a adopté à l’unanimité la motion suivante le mardi 27 février 2007 :

• That the Committee report to the House of Commons, the potential breach of privilege resulting from the release of information contained in the confidential draft report entitled “Turning Outrage into Action to Address Trafficking for the Purposes of Sexual Exploitation in Canada”, prior to its presentation to the House.

• Que le Comité fasse rapport à la Chambre des communes au sujet de la possibilité d’une atteinte au privilège par suite de la divulgation d'information figurant dans l’ébauche du rapport confidentiel intitulé : « De l'indignation à l'action pour contrer la traite à des fins d'exploitation sexuelle au Canada » avant sa présentation à la Chambre.

Your Committee feels it is their duty to place these matters before the House at this time since a question of privilege may be involved and to give the House an opportunity to reflect on these matters.

Le Comité estime qu’il est dans son devoir de soumettre cette question à la Chambre, car il pourrait s’agir d’une question de privilège, et la Chambre devrait avoir l’occasion de se pencher là-dessus.
