M-395 — November 13, 2007 — Mrs. Smith (Kildonan—St. Paul) — That, in the opinion of the House, the government should amend the Canadian Passport Order so that: (a) a competent authority be enabled to make a refusal or cancellation request to the Minister of Foreign Affairs in relation to a person that is suspected on reasonable grounds to either pose a danger to the health or physical safety of other persons or interfere with the rights of a child (whether in Canada or a foreign country) as set out in the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography; (b) if a competent authority makes a request under this amendment, then the Minister may refuse to issue the person a Canadian passport or revoke the Canadian passport previously granted to the person; and (c) the parameters of a competent authority be established in the Canadian Passport Order.
