As of April 1, 2011, under the new program, the elimination of
non-food items and most non-perishable foods will be extended to eligible
communities without marine service (with the exception of communities without
seasonal surface transportation).
PHASE 2 - Additional

seasonal surface transportation (winter roads or marine service) to come into
effect April 1, 2011.
