Q-9282 — September 27, 2012 — Mr. Chisholm (Dartmouth—Cole Harbour) — With regard to research conducted at the Experimental Lakes Area (ELA): (a) why were Department of Fisheries and Oceans scientists recently awarded competitive internal grants on departmental priorities for conducting research at ELA; (b) was any analysis done on the impact on existing programs of cancelling funding on March 31, 2012, for the ELA and, if not, why not; (c) will the government conduct an analysis before cancelling the funding; and (d) what contingency plans are being made for research or projects that will not have been completed by the deadline?
Q-9292 — September 27, 2012 — Mr. Chisholm (Dartmouth—Cole Harbour) — With regard to decommissioning or transferring operations of the Experimental Lakes Area (ELA) site: (a) has an economic analysis been done on the cost of remediation of the site upon decommissioning to meet the criteria agreed to in the Canada-Ontario Memorandum of Agreement for the ELA and, if not, why not; (b) what is the projected cost for remediation of the site; (c) what legal advice has the government sought regarding its liability for the site at decommissioning; (d) what legal advice has the government sought regarding its liability if it transfers the operation of the site to a third party; and (e) what discussions has the government had with the Province of Ontario on the options regarding decommissioning or transferring the operation to another operator?

Opposition Motions
September 27, 2012 — Mr. Nantel (Longueuil—Pierre-Boucher) — That, in the opinion of this House, the government should: (a) recognize the important role played by the Canadian Broadcasting Corporation/Société Radio-Canada in developing unique Canadian content in both official languages, sustaining the arts and culture industry in Canada, and bringing together Canadians from east to west while also supporting regional identities with content that is both local and national; (b) reverse the cuts to CBC’s budget; and (c) provide CBC with adequate and stable funding.

September 27, 2012 — Ms. Davies (Vancouver East) — That this House call on the government to respond to the premiers’ call for a partnership on healthcare and meet them to (a) assess the successes and failures of the 2003-2004 health accords; (b) establish new health accords to address the much needed reforms to ensure better health outcomes for all Canadians by (i) making sure prescription medications are more affordable; (ii) providing better access to home-care and long-term care and support to informal caregivers; (iii) improving access to family physicians, nurses and other health professionals; and (iv) addressing the social determinants of health; and provide long-term stable and adequate funding to provinces and territories to achieve these reforms.

M-409 — September 27, 2012 — Ms. Sims (Newton—North Delta) — That, in the opinion of this House, the government should act in accordance with our humanitarian traditions and international obligations to reduce the health risks to refugees and the public and reverse the changes to the Interim Federal Health Program that unfairly exclude refugees from health coverage and place the burden of refugee healthcare on the provinces.
M-410 — September 27, 2012 — Mr. Goldring (Edmonton East) — That a special committee of the House be appointed and directed to conduct a review of state-owned corporate social responsibility when determining whether a foreign state-owned enterprise is an acceptable bidder or applicant for taking over a Canadian company or corporation, whether 100 percent or controlling a majority stake, and that for this committee, the Nexen takeover will be the case study that will be explored;
that the membership of the special committee consist of 12 members, which shall include seven members from the government party, four members from the Official Opposition and one member from the Liberal Party, provided that the Chair shall be from the government party; that the members to serve on the said committee be appointed by the Standing Committee on Procedure and House Affairs and the membership report of the special committee be presented to the House no later than 20 sitting days after the adoption of this motion;
that substitutions to the membership of the special committee be allowed, if required, in the manner provided by Standing Order 114(2);
that the special committee have all the powers of a Standing Committee as provided in the Standing Orders; and
that the special committee present its final report to the House of Commons within 10 months after the adoption of this motion with answers to the following questions,
(i) are such takeovers conducted on an equitable basis keeping in mind human rights, citizen rights, worker’s rights, and environmental practices, (ii) is due diligence being done on foreign state-owned enterprises, both the corporation as well as their home country, who are looking to takeover a Canadian owned company, (iii) what will the long term effects be for Canada and Canadians with regards to the industry in question, (iv) what are the options available to Parliament in the exercise of its legislative authority in accordance with the Constitution and decisions of the Supreme Court of Canada to affirm, amend, or replace existing legislation regarding foreign state-owned enterprises taking over Canadians companies or corporations.
