Mr. Garneau (Westmount—Ville-Marie), seconded by Ms. Duncan (Etobicoke North), moved, — That the House agree with the comments of the Right Honourable Member for Calgary Southwest on March 25, 1994, when he criticized omnibus legislation, suggesting that the subject matter of such bills is so diverse that a single vote on the content would put Members in conflict with their own principles and dividing the bill into several components would allow Members to represent views of their constituents on each of the different components in the bill; and that the House instruct the Standing Committee on Procedure and House Affairs to study what reasonable limits should be placed on the consideration of omnibus legislation and that the Committee report back its findings, including specific recommendations for legislative measures or changes to the Standing Orders, no later than December 10, 2012.	M. Garneau (Westmount—Ville-Marie), appuyé par M^me Duncan (Etobicoke-Nord), propose, — Que la Chambre est d’accord avec les commentaires du très honorable député de Calgary-Sud-Ouest formulés le 25 mars 1994, lorsqu’il a critiqué les projets de loi omnibus et suggéré que le contenu de tels projets de loi était tellement hétéroclite que, pour se prononcer par un seul vote, les députés devraient transiger avec leurs principes, et que, si on divisait ces projets de loi en plusieurs segments, les députés pourraient faire valoir le point de vue de leurs électeurs sur chacune des composantes de ces projets de loi; et que la Chambre ordonne au Comité permanent de la procédure et des affaires de la Chambre d’étudier les limites raisonnables qui devraient encadrer l’examen d’un projet de loi omnibus, et que le Comité fasse rapport de ses constatations et formule des recommandations relatives à des mesures législatives ou à des modifications du Règlement, au plus tard le 10 décembre 2012.
