Q-11552 — January 29, 2013 — Ms. Duncan (Etobicoke North) — With respect to the Process Working Group (formerly the Consultative Steering Committee or CSC) for the government’s greenhouse gas regulation development for the oil and gas sector: (a) is the PWG still in operation and, if not, when did it cease to operate; (b) what is/was the membership of the PWG, including name and affiliation of each member; (c) what specific framework elements of a regulatory approach are/were being considered; (d) what principles under which the performance standards will be developed are/were being considered; (e) what scope and stringency of the performance standards are/were being considered; (f) what compliance mechanisms are/were being considered; (g) what architectural approaches in the development of sub-sector performance standards are/were being considered; (h) is/was carbon pricing being considered and, if so, what are/were the specific considerations; (i) how many meetings have taken place to date and for each meeting, (i) what was the date, (ii) who was in attendance, (iii) where did the meeting occur, (iv) what was the agenda; (j) when will oil and gas sector greenhouse gas regulations be ready to publish in Canada Gazette 1, and why were they delayed from the end of 2012; and (k) when (month and year) are oil and gas regulations scheduled to come into force?

Opposition Motion
January 29, 2013 — Ms. Crowder (Nanaimo—Cowichan) — That the House, recognizing the broad-based demand for action, call on the government to make the improvement of economic outcomes of First Nations, Inuit and Métis a central focus of Budget 2013, and to commit to action on treaty implementation and full and meaningful consultation on legislation that affects the rights of Aboriginal Canadians, as required by domestic and international law.

M-420 — January 29, 2013 — Mr. Cullen (Skeena—Bulkley Valley) — That the Standing Committee on Procedure and House Affairs be instructed to recommend changes to the Standing Orders, procedures and practices to increase the authority of the Speaker in order to impose disciplinary measures against Members who use harassment, threats, personal attacks, or extreme misrepresentation of facts or position in the House, particularly regarding Statements by Members and Oral Questions, including: (a) revoking questions during Oral Questions from parties whose Members have been disruptive; (b) issuing a warning to Members for a first offense; (c) suspending Members from the service of the House for one sitting day for a second offense, five days for a third offense and twenty days for a fourth offense; (d) suspending Members’ sessional allowance for the duration of their suspension from the service of the House; and that the Committee report its findings to the House within six months of the adoption of this order.
M-421 — January 29, 2013 — Mr. Cash (Davenport) — That, in the opinion of the House, the government, its ministries, departments and agencies should employ the measures at their disposal, appropriate to their jurisdiction, to prohibit the charging of consumers for receiving a monthly bill or statement in the mail.
