M-479 — November 28, 2013 — Mr. Cotler (Mount Royal) — That, in the opinion of the House, the government should: (a) urge the government of the Democratic People's Republic of Korea (DPRK) to (i) uphold its obligations under the United Nations (UN) Universal Declaration of Human Rights, (ii) implement the International Covenants and Conventions to which it has acceded, (iii) sign and ratify the International Convention on the Elimination of All Forms of Racial Discrimination and the Convention against Torture, (iv) authorize and provide unfettered access to the missions of the UN Special Rapporteur and the Commission of Inquiry on the situation of human rights in the DPRK, (v) dismantle all political prison camps and provide the International Committee of the Red Cross access to all political prison camps and prisoners, (vi) cease punishing North Koreans for leaving the DPRK without authorization; and (b) urge the government of the People's Republic of China to (i) end its policy of deporting North Koreans back to the DPRK, (ii) withdraw any support for the government of the DPRK that facilitates human rights violations and the development of weapons of mass destruction.
