| M-495 — February 12, 2014 — Mr. Scarpaleggia (Lac-Saint-Louis) — That, in the opinion of the House, the government should establish a Royal Commission on Environment and Health composed of scientific and public policy experts, with the goal of exploring and communicating to Canadians the nature and extent of the cause-effect relationship between industrial pollution and human health, from both a theoretical and empirical perspective, and whose technical mandate would be to: (a) survey the existing state of scientific knowledge on the impacts of industrial pollution on human health; (b) identify current funding gaps in Canada that limit research on the health impacts of industrial pollution and recommend a federal strategy, to be developed and implemented in collaboration with the provinces, universities and the private sector, to conduct the additional research needed in this regard; (c) conduct an examination of the current legal and regulatory frameworks in Canada for limiting industrial pollution and its health impacts; (d) survey the legal and regulatory frameworks in place in other countries for reducing industrial pollution; and (e) survey the approaches taken by the governments of Organization for Economic Co-Operation and Development (OECD) countries to the operational legal definition of the precautionary principle with a view to recommending the most effective formulation of this principle in the Canadian context. |
