Minutes of Proceedings
Ray McInnis, Brad White, and Jim Scott, by videoconference from Vancouver, British Columbia, made statements and, with Brian McKenna, by videoconference from Vancouver, British Columbia, answered questions.
At 12:35 p.m., the sitting was suspended.
At 12:41 p.m., the sitting resumed in camera.
It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your Subcommittee met on Tuesday, April 19, 2016, to consider the business of the Committee and agreed to make the following recommendations:
1. That, in relation to its study on Service Delivery to Veterans:
a) the Committee travel to meet veterans directly, while keeping open the recourse to videoconference.
b) the Committee undertake, in June 2016, a travel of two to four days to the provinces of Quebec and Ontario to hold public meetings with veterans;
that this trip occur during normal sitting days; and that the Chair, in collaboration with the Clerk and the Analyst, submit a travel plan to the Committee.
c) the deadline for receiving briefs be September 30, 2016; and that briefs be no more than 3,000 words in length.
d) the invitations of witnesses and organizations be based on the lists of potential witnesses provided in order of priority by each party and on the list of stakeholders identified by the Analyst;
that the invitations be made by the Clerk, under the recommendation of the Chair and the Analyst;
and that witnesses invited over the course of the study reflect the proportions of the recognized parties in Committee, as much as possible.
2. That, when referred, the Committee study Bill C-12: An Act to amend the Canadian Forces Members and Veterans Re-establishment and Compensation Act and to make consequential amendments to other Acts; that this study last for up to three meetings; and the Minister be invited to appear.
