Q-10532 — May 30, 2017 — Ms. Quach (Salaberry—Suroît) — With regard to the Kathryn Spirit, a vessel grounded near Beauharnois: (a) since 2011, what are all the government contracts awarded in connection with the derelict ship, broken down by (i) year, (ii) supplier, (iii) description of the services offered, (iv) contract start date and duration, (v) value of the contract, (vi) sole supplier or call for tenders; (b) with respect to the contract awarded by the government to Groupe Saint-Pierre on November 9, 2016, for the construction of the cofferdam, (i) why did the government choose to proceed with a tender call by mutual agreement (ii) what other companies were contacted by the government for this contract, (iii) what is the list of all other proposals received by the government, (iv) what definitions did the government provide for “exceptional circumstances” and “emergency measures”; (c) with respect to the previous owner of the Kathryn Spirit, Reciclajes Ecológicos Maritimos, how many vessels has the company sent to Canada, broken down by (i) year, (ii) vessel name, (iii) category (bulk carrier, tugboat, etc.), (iv) vessel mission; and (d) for each vessel in (c), how much has the government paid out in public funds, broken down by (i) year, (ii) vessel name, (iii) total costs incurred by the government, (iv) reason justifying such government expenditures (repairs, towing, repatriation of crew, etc.)? |

May 30, 2017 — Mr. Scheer (Regina—Qu'Appelle) — That the House agree that the Kinder Morgan Trans Mountain Expansion Project: (a) has social license to proceed; (b) is critical to the Canadian economy and the creation of thousands of jobs; (c) is safe and environmentally sound, as recognized and accepted by the National Energy Board; (d) is under federal jurisdiction with respect to approval and regulation; and (e) should be constructed with the continued support of the federal government, as demonstrated by the Prime Minister personally announcing the approval of the project. |

May 30, 2017 — Mr. Richards (Banff—Airdrie) — That the House: (a) recognize that small businesses are an integral part of the Canadian economy; (b) acknowledge that small businesses like campgrounds, storage facilities, and other small operations are being unfairly targeted by the Canada Revenue Agency for being “too small” to be a small business; (c) recognize that many other small businesses may become affected by these unfair rules in the future including golf courses, marinas, bed and breakfasts, and other small operations; (d) support Recommendation 31 from the 11th Report of the Standing Committee on Finance presented to the House in December 2016 entitled: Creating the Conditions for Economic Growth: Tools for People, Businesses and Communities, which states: ''That the Government of Canada recognize the income earned by campgrounds and storage facilities as “active business income” for the purpose of determining eligibility for the small business deduction''; and (e) call on the government to take immediate action to recognize the income earned by campgrounds, storage facilities, and other small operations as “active business income” for the purpose of determining eligibility for the small business deduction. |

M-138 — May 30, 2017 — Mr. Beaulieu (La Pointe-de-l'Île) — That the House recognize that: (a) the Palestinian Territories continue to be occupied; (b) this occupation contravenes resolutions 242 (1967), 338 (1973) and 2334 (2016) of the United Nations Security Council and threatens the viability of a “two-state solution” based on the 1967 borders; (c) a democratic Palestinian State that lives in peace with its neighbour Israel should have followed from the 1993 Oslo accords, based on a people’s inalienable right to self-determination; (d) the State of Palestine is recognized by 136 out of 193 United Nations member states, including Sweden, Portugal and Iceland; (e) under its foreign policy, Canada “recognizes the Palestinian right to self-determination and supports the creation of a sovereign, independent, viable, democratic and territorially contiguous Palestinian state, as part of a comprehensive, just and lasting peace settlement”; and that, in its opinion, the government should recognize Palestine as an independent State. |
