Special Committee on the Canada-People’s Republic of China Relationship (CACN)

Mandate

The House of Commons appointed a special committee with the mandate to conduct hearings to examine and review all aspects of the Canada–People’s Republic of China relationship, including but not limited to, diplomatic, consular, legal, security and economic relations on May 16, 2022.

Summary of Committee Activity

From April 1 to August 31, 2023, the committee held six meetings on relations between Canada and the People’s Republic of China. More specifically, the committee heard witnesses on the matter of the exposure of Canadian public pension funds to human rights abuses in the People’s Republic of China. On March 30, the committee presented its third interim report, entitled A Threat to Canadian Sovereignty: National Security Dimensions of the Canada-People’s Republic of China Relationship.

From September 1 to December 31, 2023, the committee held eight meetings on relations between Canada and the People’s Republic of China. More specifically, the committee heard witnesses on the matters related to Canada’s Indo-Pacific Strategy and the Asian Infrastructure Investment Bank. On November 29, the committee presented its fourth interim report, entitled The Chinese Communist Party’s Overseas Police Service Stations, and on December 13, the committee presented its fifth interim report entitled The Exposure of Canadian Investment Funds to Human Rights Violations in the People’s Republic of China. Furthermore, the committee travelled to Washington, D.C., in November and met with members of the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party, various members of Congress, commissioners of the U.S.-China Economic and Security Review Commission, as well as numerous academics.
