The Committee advises that, pursuant to Standing Order 91.1(2), the Subcommittee on Private Members’ Business met to consider the items added to the Order of Precedence as a result of the replenishment of Wednesday, November 7, 2012, and recommended that the items listed herein, which it has determined should not be designated non-votable, be considered by the House:

M-400 — Ms. Freeman (Argenteuil—Papineau—Mirabel) — That, in the opinion of the House, the government should study the possibility of establishing, in cooperation with the provinces and territories, one or more financial support programs, inspired by the one proposed by the Federation of Canadian Municipalities, that would bring up to standard the septic systems of homes not connected to a sanitation system, in an effort to ensure urban/rural balance, lake protection, water quality and public health

M-400 — Mme Freeman (Argenteuil—Papineau—Mirabel) — Que, de l’avis de la Chambre, le gouvernement devrait étudier la possibilité de mettre en place, en collaboration avec les provinces et les territoires, un ou des programmes d’appuis financiers, en prenant exemple sur celui proposé par la Fédération canadienne des municipalités, qui permettraient la mise aux normes des installations septiques des résidences non reliées à un réseau sanitaire, dans une démarche visant à assurer l’équité urbaine/rurale, la protection des lacs, la qualité de l’eau et de la santé publique.

M-412 — Mr. Aspin (Nipissing—Timiskaming) — That, in the opinion of the House, a government loan guarantee to the Lower Churchill hydroelectric project is: (a) an important part of a clean energy agenda; (b) an economically viable project that will create thousands of jobs and billions in economic growth; (c) regionally significant for the Atlantic region, which will benefit from a stable and sustainable electricity source for decades to come; and (d) environmentally-friendly, with substantial greenhouse gas emission reductions through the displacement of power from coal-fired and oil electricity sources.

Aspin (Nipissing—Timiskaming) — Que, de l’avis de la Chambre, une garantie d’emprunt consentie par le gouvernement dans le cadre du projet d’aménagement hydroélectrique du cours inférieur du fleuve Churchill est : a) un élément important d’un programme d’énergie propre; b) un projet économiquement viable qui créera des milliers d’emplois et qui représentera une croissance économique de plusieurs milliards de dollars; c) importante sur le plan régional pour la région de l’Atlantique, qui jouira d’une source d’électricité stable et durable pendant les décennies à venir; d) écologique, en permettant de réduire substantiellement les émissions de gaz à effet de serre grâce au déclassement de la production d’électricité au charbon et à l’huile.
