Background

Mr. Douglas (Nanaimo-Cowichan-The Islands) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss the statement by the Minister of Energy, Mines and Resources (Mr. Greene) concerning the possibility of an imminent sale of Home Oil Company Limited of Calgary. Mr. Douglas felt this matter should be debated to consider methods to prevent making this sale to non-residents. The Speaker had declined a similar request by him on February 9 because the Budget debate then in progress provided another opportunity to consider the issue.

Decision

Yes. The application is accepted.

Reasons given by the Speaker

Since it was not raised during the Budget debate, it would now be appropriate to permit an emergency debate on the issue. However, there is some objection to the content of the proposal because it refers to the statement made by the Minister; this might give the impression that the Member wishes the House to discuss this statement rather than the possible sale.
