Background

Mr. Woolliams (Calgary North) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "... the violation of... [the] Temporary Wheat Reserves Act... by the Minister of Finance... " in his failure to pay certain moneys to the Canadian Wheat Board. The Chair had previously been asked to rule on two similar motions, and again in this instance, expressed doubts as to the acceptability of the motion.

Decision

No. The application is not accepted.

Reasons given by the Speaker

The motion is essentially one of censure and, as such, cannot be introduced under the terms of Standing Order 26. However, should Members wish to pursue the matter, they may do so either by introducing a substantive or non-confidence motion, or by introducing the question in an alternative form.
