Pursuant to its mandate under Standing Order 83.1, the Committee resumed its pre-budgetary consultations through a round table discussion with non profitable and fund raising organizations (See Minutes of Proceedings dated Tuesday, September 19, 1995, Issue No. 111).
Witnesses made a presentation and answered questions.
At 5:55 o'clock p.m., the sitting was suspended.
At 5:58 o'clock p.m., the Committee proceeded to sit in camera to consider its future business.
It was agreed--That the travel budget of both Sub-Committees be approved.
--That a $50,000 budget for operating expenditure of the Committee be approved.
--That, as much as possible, the meetings be organized in a round table format.
--That, as much as possible, the number of participating witnesses do not exceed 10 organizations.
--That, as much as possible, the meetings do not last more than two hours.
It was agreed,--That the week of November 20th be reserved for organizing a round table meeting in Ottawa.
--That the week of November 27th be reserved for the Committee's travelling.
--That the week of December 4th be reserved for organizing a round table of experts on monetary policy and for hearing the remaining witnesses.
It was agreed--That the choice of a Media Relations Officer for the Committee in Western Canada be left to the discretion of the Chair and, as was done last year, that the Deputy Vice-Chair act as the Media Relations Officer for the Sub-Committee in Eastern Canada.

On motion of Barry Campbell, it was agreed,--That, in application of Standing Order 120, the Committee retain the services of a drafter from November 21 to December 12, 1995, and that the value of the contract do no exceed $11,000.
-- That, in application of Standing Order 120, the Committee retain the services of an editor from November 21 to December 12, 1995, and that the value of the contract do not exceed $8,800.
-- That the Committee retain the services of a specialized in firm relations with the media from November 21 to December 1, 1995, and that the value of the contract do not exceed $5,000. The said firm should make the commitment to provide, as far as relations of the Committee with the media are concerned, the necessary support to the preparation of public hearings to be held in certain cities in Canada.
