Mr. de Savoye (Portneuf): Good afternoon, Mr. Patry.
The Chairman: This is a meeting of the Sub-committee on HIV/Aids of the Standing Committee on Health. You've all received the agenda. Our quorum is five. Since we have a quorum, we can begin without any further ado.
Today we will simply discuss item No. 1, the organization meeting. This meeting is public and we will discuss future business at our next meeting, which will probably be next week.
So, with regard to the organization meeting, item 1, you all received the routine motions and I will read you the first one. If you've read all the motions, you will have noticed that the first, second, third, fourth, fifth and sixth are all motions that we generally deal with at the beginning of a session.
Mr. Szabo (Mississauga South): Routine motions?
The Chairman: They are all routine motions, Mr. Szabo. If members of the committee agree, I will accept a motion that all motions, duly seconded, be carried.

Ms Gagnon (Québec): Seconded.

The Chairman: The seventh motion is that pursuant to Standing Order 108.1(a) the evidence taken by the subcommittee on HIV/AIDS in relation to the national round table on compassionate access to experimental drugs during the first session of the present Parliament be deemed adduced by the subcommittee in the current session.

Mrs. Hayes (Port Moody - Coquitlam): Mr. Chairman, I didn't realize we had voted yet.
The Chairman: Sorry.
Mrs. Hayes: Perhaps we could have some discussion. We do have some new committee members. What will they be given in relation to the content of that round table?
The Chairman: All the new members of this new subcommittee will receive everything the previous members received on the round table on compassionate access. They will receive everything and they will be ready to start with the next session.
Mrs. Hayes: I received a summary of the compassionate access. Would the actual discussion be available to them on request?
The Chairman: Yes, no problem. Everything you request will be available for any member of this subcommittee.
Mrs. Hayes: Did you say that the content is available on PubNet for anyone?
The Chairman: Yes.

The last motion deals with the proposed budget. As for witness expenditures, we refer to 24 Anglophone witnesses and 15 Francophones; it should read 24 and 24. The cost that is indicated is the median cost of $800 per witness. This includes the fifth round table to end our debate on access to drugs,

the compassionate access to medication. Also you have miscellaneous, approximately ten subcommittee meetings at $50 each. In French it's marked eight; it should be ten meetings also. This is for the round table and also for the third phase about discrimination. It includes everything and is proposed as a $20,000 budget for the subcommittee. Are there any questions about this proposed budget?
Mr. Robinson (Burnaby - Kingsway): This relates in part to the second item, on the international conference. Maybe you can fill me in. I'm just coming on as a full-time member of the committee, having been appointed the spokesperson on health for my party two months ago. I hope to be able to participate actively in the committee's deliberations.
I'm wondering whether the committee has given any consideration yet to its possible participation in the international conference in Vancouver. Obviously Canada is going to be hosting this conference in Vancouver. I'm certain it would be valuable for members of the committee to participate in the committee. If that is the case, then clearly provision would have to be made in the draft budget for the resources necessary to facilitate that.
The Chairman: We're discussing right now, Mr. Robinson, the organization meeting. This is just for our subcommittee. What you're talking about is mainly travelling. This is going to be something else.
Mr. Robinson: Is that a separate budget?
The Chairman: Yes, it's a totally separate budget. This will be discussed probably sometime next week. It's on the agenda for next week about this international conference on AIDS.
Mr. Robinson: Fine.
The Chairman: It's a different budget. This is just a budget for the current session of the subcommittee about this round table and the discrimination.

Ms Gagnon: I don't really have any questions. I'm just thinking of the minor errors that you referred to. Will you correct the number of witnesses in French, that is 24?
The Chairman: Yes. It's 24 witnesses in French and 10 sub-committee meetings at $50 each for coffee.
