The Standing Committee on Health met at 9:12 o'clock a.m. this day, in Room 209, West Block, the Chair, Roger Simmons, presiding.
Members of the Committee present: Herb Dhaliwal, Antoine Dubé, Keith Martin, Andy Scott, Roger Simmons, Paul Szabo and Joseph Volpe.
Acting Member present: Pierre de Savoye for Pauline Picard.
In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Nancy Miller Chenier, Research Officers.
Witnesses: From the Association to Reduce Alcohol Promotion in Ontario: Simone Cusenza, Coordinator; Mary Tabak, Public Health Nurse, Regional Health Division, Halton; Nadia Peric, student, Iroquois Regional High School. From the Canadian Criminal Justice Association: Jane Fjeld, Member, Policy Review Committee; Eugene Oscappella, Member, Policy Review Committee. Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on the Review of Policies on the Misuse and Abuse of Substances (See Minutes of Proceedings dated Tuesday, May 7, 1996, Issue No. 2).
Simone Cusenza, Mary Tabak and Nadia Peric made a presentation and answered questions.
Eugene Oscappella made a presentation and, with Jane Fjeld, answered questions.
On motion of Paul Szabo, it was agreed,--That the Chair be authorized to pay the cost of the working lunch on Bill C-71, and that the cost be charged to the budget of the Committee.
On motion of Paul Szabo, it was agreed,--That, at the request of the Whip of the NDP, Svend Robinson no longer be a member of the Sub-Committee on HIV/AIDS.
Jean-Claude Bernheim made a presentation and, with Michel Lalancette, answered questions.
On motion of Keith Martin, it was agreed,--That we ask our staff to get in advance the submissions from the witnesses that we were considering hearing and, after having received these submissions, that the Committee meet in a timely fashion to discuss them. After that time, if we need to, we will decide whether or not we need to call any of those witnesses.
After debate, the question being put on the motion, it was, by a show of hands, negatived on the following division: NAYS: 3; YEAS: 2.
Antoine Dubé moved,--That we plan to use videoteleconferencing for the remainder of the study.
At 11:24 o'clock a.m., the Committee adjourned to the call of the Chair.

On motion of Grant Hill, it was agreed,--That the minister of Health be invited to appear before the Standing Committee on Health as soon as the Main Estimates is tabled.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on Preventative Strategies for Healthy Children (See Minutes of Proceedings dated Tuesday, March 19, 1996, Issue No. 1).
On motion of Andy Scott, it was agreed,--That, pursuant to Standing Order 109, the Committee request the government to table a comprehensive response to the report within 150 days.
On motion of Andy Scott, it was agreed,--That the Chair be authorized to publish a press release and/or to hold a press conference following the tabling of the Report.
On motion of Andy Scott, it was agreed,--That the Committee print 1,500 copies of its Seventh Report, in tumble bilingual format, with a distinctive cover.
