A copy of the relevant Minutes of Proceedings (Issue No. 2, which includes this Report) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Wappel (Scarborough West), seconded by Mr. Szabo (Mississauga South), Bill C-340, An Act to amend the Marriage (Prohibited Degrees) Act and the Interpretation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Ms. Catterall (Ottawa West), moved, -- That the 39th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Ms. Catterall (Ottawa West), moved, -- That, pursuant to its mandate in relation to the Comprehensive Review of the Young Offenders Act (Phase II), and specifically to observe how the youth justice system operates in practice, the Standing Committee on Justice and Legal Affairs (six Members: four from the Liberal Party, including the Chair, one from the Bloc québécois and one from the Reform Party) be authorized to travel to Alberta, British Columbia and Whitehorse from Sunday, October 27, to Friday, November 1, 1996, in order to hold public hearings, visit sites (young offender facilities and programmes) and meet with officials, and that the necessary staff do accompany the Committee.

The question was put on the motion and it was agreed to.


By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Ms. Catterall (Ottawa West), moved, -- That in relation to its study of circumpolar cooperation, seven members of the Standing Committee on Foreign Affairs and International Trade (five from the Liberal Party, one from the Bloc québécois and one from the Reform Party) be authorized to travel to Cambridge, England; Oslo and Tromso, Norway; Stockholm, Sweden; and Copenhagen, Denmark; and that seven members of the Committee (four from the Liberal Party, two from the Bloc québécois and one from the Reform Party) be authorized to travel to Moscow, Murmansk and St. Petersburg, Russia; and Helsinki, Finland, during the period of November 2-9, 1996, in order to meet with, among others, parliamentarians, government officials and indigenous peoples, and that the necessary staff do accompany the Committee.

BOARD OF INTERNAL ECONOMY

The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, Chapter 42 (1st Supp.), Revised Statutes of Canada, 1985, Mr. Kilger (Stormont -- Dundas) has been appointed a member of the Board of Internal Economy to replace Mr. Boudria (Glengarry -- Prescott -- Russell).

Mr. Brien (Témiscamingue), seconded by Mr. Leroux (Shefford), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``all'' and substituting the following:

    ``projects of military commitments abroad involving Canadian troops must, as soon as possible, be the subject of a vote in the House in order to recommend their approval or rejection to the government.''

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
