Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Cadman (Surrey North), moved, -- That, in the opinion of this House, the government should create the position of Commissioner for the Rights of Victims of Crime, with a role similar to that of the Correctional Investigator. (Private Members' Business M-386)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Massé (President of the Treasury Board), seconded by Ms. Fry (Secretary of State (Multiculturalism) (Status of Women)), Bill C-44, An Act to authorize remedial and disciplinary measures in relation to members of certain administrative tribunals, to reorganize and dissolve certain federal agencies and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to authorize remedial and disciplinary measures in relation to members of certain administrative tribunals, to reorganize and dissolve certain federal agencies and to make consequential amendments to other Acts".

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order or usual practice, when proceedings on the Business of Supply expire at 6:30 p.m. this day, the House shall continue to sit to consider the report stage of Bill C-30, An Act respecting the powers of the Mi'kmaq of Nova Scotia in relation to education; the report stage and third reading stage of Bill S-9, An Act respecting depository notes and to amend the Financial Administration Act; the third reading stage of Bill S-3, An Act to amend the Pension Benefits Standards Act, 1985 and the Office of the Superintendent of Financial Institutions Act; and the consideration of the Senate amendments stage of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts;

That any division requested on the said business shall be deferred until the conclusion of the consideration of Government Orders on Tuesday, June 9, 1998;

That, during the consideration of the aforementioned business, no quorum calls, requests for unanimous consent or dilatory motions shall be received; and

That when no Member rises to speak during consideration of Bill C-4, the debate shall be adjourned and the House shall adjourn to the next sitting day.

      "7. (1) A community shall, as far as possible, provide or make provision for primary, elementary and secondary educational programs and services for members of the community, wherever they reside in Nova Scotia."

The question was put on Motion No. 1 and, pursuant to Orders made earlier today, the recorded division was deemed demanded and deferred until Tuesday, June 9, 1998, at the expiry of the time provided for Government Orders.

Mr. Bachand (Saint-Jean), seconded by Mr. Bergeron (Verchères), moved Motion No. 2, -- That Bill C-30 be amended by adding after line 30 on page 4 the following new Clause:

      "12.1 No later than three years after the coming into force of all the provisions of this Act, the Minister of Indian Affairs and Northern Development shall convene a conference composed of the signatories of the Agreement in order to determine whether this Act should be converted into a treaty within the meaning of section 35 of the Constitution Act, 1982."
