Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Calder (Dufferin -- Peel -- Wellington -- Grey), seconded by Mr. O'Reilly (Haliburton -- Victoria -- Brock), Bill C-454, An Act to provide for the recognition of the Canadian Horse as the national horse of Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act, as reported by the Standing Committee on Justice and Human Rights with amendments.

Mr. Anderson (Minister of Fisheries and Oceans) for Ms. McLellan (Minister of Justice), seconded by Ms. Copps (Minister of Canadian Heritage), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), the Order was read for the third reading of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act.

Mr. Anderson (Minister of Fisheries and Oceans) for Ms. McLellan (Minister of Justice), seconded by Ms. Copps (Minister of Canadian Heritage), moved, -- That the Bill be now read a third time and do pass.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Riis (Kamloops, Thompson and Highland Valleys), seconded by Mr. Laliberte (Churchill River), moved, -- That, in the opinion of this House, the government should consider making employer-provided transit passes an income tax-exempt benefit. (Private Members' Business M-360)

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

2. Page 3, Clause 6: In the French version, replace line 4 with the following:

``(1.1) In conducting its inquiry, the Commission shall consider

(a) the prevailing economic conditions in Canada, including the cost of living, and the overall economic and current financial position of the federal government;

(b) the role of financial security of the judiciary in ensuring judicial independence;

(c) the need to attract outstanding candidates to the judiciary; and

(d) any other objective criteria that the Commission considers relevant.''.
