Background
Mr. Saltsman (Waterloo) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the rise in the bank rate to 8 per cent announced yesterday by the Bank of Canada, which will have the effect of raising the interest rate and the cost of living to an unprecedented level and increasing the hardships to all those on fixed income".

No. The application is not accepted.
Reasons given by the Speaker
"There has been a pattern of changing interest rates in recent months" which consequently makes this a "problem of continuing concern". In addition, this very matter was recently referred by the House to a standing committee. "In this sense the matter is already before a committee of the House."
