At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
Mr. Althouse (Mackenzie), seconded by Mr. Morrison (Swift Current -- Maple Creek -- Assiniboia), moved, -- That, in the opinion of this House, the government should consider the advisability of introducing amendments to the Income Tax Act so that taxpayers whose income may fluctuate from one year to the next would be able to average their income over five years. (Private Members' Business M-256)
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS
The Order was read for the second reading and reference to the Standing Committee on Canadian Heritage of Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts.
Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Canadian Heritage.
Debate arose thereon.
Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mrs. Gagnon (Québec), moved the following amendment, -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

``Bill C-53, An Act to establish the Department of Canadian Heritage
and to amend and repeal certain other Acts, be not now read a second
time but that the Order be discharged, the Bill withdrawn and the
subject-matter thereof referred to the Standing Committee on Canadian
Heritage.''
