6. The minister shall cause to be prepared a report showing the operation of the department for every fiscal year and shall include it with the Estimates for the Department for the second fiscal year following the fiscal year covered by the report, when the Estimates are laid before Parliament.''

``this House declines to give second reading to Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, given that the principle of the Bill fails to put an end to duplication and overlap in that it does not recognize Quebec's exclusive jurisdiction over regional economic development.'';

And of the sub-amendment of Mr. McClelland (Edmonton Southwest) seconded by Mr. Schmidt (Okanagan Centre), -- That the amendment be amended

(a) by striking out the word ``Quebec's'' and substituting the following:

``each province's''; and

(b) by deleting the word ``regional''.
