The Order was read for the second reading and reference to the Standing Committee on Human Resources Development of Bill C-54, An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act.
Mr. Anderson (Minister of National Revenue) for Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. MacAulay (Secretary of State (Veterans)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Human Resources Development.
Debate arose thereon.
Mr. Dumas (Argenteuil -- Papineau), seconded by Mr. Godin (Châteauguay), moved the following amendment, -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

``this House declines to give second reading to Bill C-54, An Act to
amend the Old Age Security Act, the Canada Pension Plan, the
Children's Special Allowances Act and the Unemployment Insurance Act,
because it does not provide a
penalty under the Criminal Code for the disclosure of personal
information concerning beneficiaries to persons who are not legally
authorized to such information pursuant to Access to Privileged
Information.''

Pursuant to Standing Order 83(2), at the request of Mr. Peters (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Ms. Bridgman (Surrey North), moved, -- That this House urge the government to introduce legislation to restore the tax on tobacco to the level existing at January 1, 1994, and to apply the revenue from the tax on tobacco to health care. (Private Members' Business M-288)
Debate arose thereon.
Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.
