Pursuant to Standing Order 33(1), Mr. Dingwall (Minister of Public Works and Government Services) commenced a statement.

The attention of the Speaker was drawn to the lack of quorum.

Accordingly, a count of the House was taken and there were less than twenty members present.

At 10:15 a.m., pursuant to Standing Order 29(3), the bells were sounded to call in the Members.

At 10:16 a.m., a quorum was found and the Speaker ordered the ringing of the bells stopped.

Presenting Reports from Committees

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 44th Report of the Committee, which was as follows:

The House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Canadian Heritage;

And of the amendment of Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mrs. Gagnon (Québec), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

``Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Canadian Heritage.''

Mr. McClelland (Edmonton Southwest), seconded by Mrs. Brown (Calgary Southeast), moved the following sub-amendment, -- That the amendment be amended by adding after the words ``Standing Committee on Canadian Heritage'' the following:

``and that the Standing Committee report back to the House no later than June 23, 1995.''

Mrs. Gagnon (Québec), seconded by Mr. Tremblay (Rosemont), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.
