Mr. Bélanger (Ottawa -- Vanier), having taken and subscribed the oath required by law, took his seat in the House.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Wappel (Scarborough West), seconded by Mr. Lee (Scarborough -- Rouge River), Bill C-307, An Act to amend the Criminal Code and the Copyright Act (profit from authorship respecting a crime), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cauchon (Outremont), seconded by Mr. Lavigne (Verdun -- Saint-Paul), Bill C-308, An Act to provide the resumption of production activities at ADM Agri-Industries Ltd., was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


By unanimous consent, on motion of Mr. Speaker (Lethbridge) for Mr. Mills (Red Deer), seconded by Mr. Hermanson (Kindersley -- Lloydminster), pursuant to Standing Orders 68(2) and 69(1), Bill C-309, An Act to amend the Access to Information Act (disclosure of results of public opinion polls), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That the 63rd Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

By unanimous consent, it was ordered, -- That, notwithstanding the provisions of Standing Order 68(7)(a), when the Order of the Day is called for consideration at second reading of Bill C-69, An Act to provide for the establishment of electoral boundaries commissions and the readjustment of electoral boundaries, a representative of each party or group in the House may make a statement of not more than twenty minutes in relation thereto before the question is put, provided that, when the question is put, it shall be deemed to have been carried on division.


By unanimous consent, it was ordered, -- That the Standing Committee on Foreign Affairs and International Trade be authorized to travel to Washington D.C. from March 15 to 17, 1995, for the purpose of meeting officials from international financial institutions and other appropriate individuals as part of the Committee's examination of the upcoming Halifax G-7 Summit Agenda and, in particular, reforms to international financial institutions, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, -- That Private Member's Bill C-289, An Act to provide for evaluations of statutory programs, standing in the name of Mr. Williams (St. Albert), be dropped to the bottom of the order of precedence on the Order Paper.

Mr. Axworthy (Saskatoon -- Clark's Crossing), seconded by Mr. Rideout (Moncton), moved -- That, in the opinion of this House, the government should consider the advisability of providing a fairer future for Atlantic Canada by adopting policies and programs to create jobs through initiative funds for cooperatives, encouraging small business, upgrading municipal infrastructures and diversifying single-industry communities. (Private Members' Business M-80)

Debate arose thereon.
