Presenting Reports from Committees

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 64th Report of the Committee, which was as follows:

Mr. Harvard (Winnipeg St. James), from the Standing Committee on Government Operations, presented the 3rd Report of the Committee (Bill C-65, An Act to reorganize and dissolve certain federal agencies, with amendments). -- Sessional Paper No. 8510- 351-85.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden), seconded by Mr. Taylor (The Battlefords -- Meadow Lake), Bill C-314, An Act to amend the Parliament of Canada Act (other pension income), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mayfield (Cariboo -- Chilcotin), seconded by Mr. Strahl (Fraser Valley East), Bill C-315, An Act to complement the present laws of Canada that protect the privacy of individuals with respect to personal information about themselves obtained by certain corporations, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. McCormick (Hastings -- Frontenac -- Lennox and Addington), moved, -- That Members of the Standing Committee on Health be authorized to travel to hold hearings and community visits, in relation to the Committee's study on Mental Health and the Aboriginal Peoples of Canada, in Kuujjuaq, Povungnituk, Rigolet, Northwest River, Eskasoni, Halifax, Rexton, Big Cove, Pikangikum, Winnipeg, Fort Alexander, Edmonton, Hobbema, Buffalo Lake, Vancouver and Gwa-Sala-Nakwasda-xw, from March 19 to 24, 1995, and that the necessary staff do accompany the Committee.

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), -- That this House approves in general the budgetary policy of the Government; (Ways and Means Proceedings No. 20)

And of the amendment of Mr. Loubier (Saint-Hyacinthet -- Bagot), seconded by Mr. Brien (Témiscamingue), -- That the motion by amended by deleting all the words after the word ``That'' and substituting the following:

``the House of Commons reject the government's Budget which systematically off-loads the federal government's financial problems onto the provinces; makes no provision whatsoever to ease the tax burden of the middle class while preserving tax loopholes for wealthy Canadians and large corporations; and completely disregards the pressing needs of the unemployed and the most disadvantaged who will bear the full brunt of additional cuts to social programs.'';

And of the sub-amendment of Mr. Manning (Calgary Southwest), seconded by Mr. Hermanson (Kindersley -- Lloydminster), -- That the amendment be amended by deleting all the words after the word ``Budget'' and substituting the following:

``for its failure to eliminate the deficit quickly and decisively within the life of this Parliament and by asking future generations to bear the cost of fiscal irresponsibility.''
