MOTIONS

Pursuant to Standing Order 53, Mr. Massé (President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs), seconded by Mrs. Robillard (Minister of Labour), moved, -- That the forty-eight hours' notice be waived in order to permit the Minister of Labour to immediately introduce a Bill entitled ``An Act respecting the supervision of longshoring and related operations at west coast ports''; and

That the House not adjourn this day except pursuant to a motion by a Minister of the Crown.

INTRODUCTION OF GOVERNMENT BILLS

Pursuant to Order made earlier today on motion of Mrs. Robillard (Minister of Labour), seconded by Mr. Massé (President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs), and pursuant to Standing Orders 68(2) and 69(1), Bill C-74, An Act respecting the supervision of longshoring and related operations at west coast ports, was introduced, read the first time, ordered to be printed and ordered for a second reading later this day.

Recommendation
(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting the supervision of longshoring and related operations at west coast ports''.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), -- That this House approves in general the budgetary policy of the Government. (Ways and Means Proceedings No. 20)

MOTIONS

Pursuant to Standing Order 78(1), Mr. Gray (Leader of the Government in the House of Commons), seconded by Mr. Massé (President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs), moved, -- That Bill C-74, An Act respecting the supervision of longshoring and related operations at west coast ports, be disposed of at all stages during the present sitting, as follows:

1. Debate at second reading shall be limited to no more than eighty minutes;

2. Upon being read a second time, the Bill shall be referred to a Committee of the Whole, which shall report the Bill after no more than sixty minutes of consideration;

3. Immediately upon being concurred in at the report stage, the said Bill shall be considered at the third reading stage wherein debate shall be limited to no more than forty minutes;

4. At the end of the time periods described in this Order, the Speaker or the Chair of the Committee of the Whole, as the case may be, shall interrupt debate and forthwith put all questions necessary to dispose of the stage then under consideration;

5. No recorded division may be deferred and, when any recorded division is requested, the bells shall be sounded for not more than fifteen minutes.
