Introduction of Government Bills

By unanimous consent, on motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), Bill C-10, An Act to provide for the maintenance of west coast ports operations, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to provide for the maintenance of west coast ports operations''.

After debate, the question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and considered in a Committee of the Whole.

The Committee reported the Bill without amendment.

Pursuant to Standing Order 76(12), Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. Goodale (Regina -- Wascana), moved, -- That the Bill be concurred in at the report stage.

The question was put on the motion and it was agreed to, on division.

Accordingly, the Bill was concurred in at the report stage.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding the Order made Wednesday, February 2, 1994, the Speaker shall not interrupt the proceedings to put the question on the second reading of Bill C-3, An Act to amend the Federal-Provincial Fiscal Arrangements and Federal Post- Secondary Education and Health Contributions Act, no later than fifteen minutes before the expiry of the time for consideration of Government Orders today, but shall do so on Wednesday, February 9, 1994, at no later than the ordinary hour of daily adjournment.

GOVERNMENT ORDERS

At 5:45 p.m., by unanimous consent, the House proceeded to the deferred division on the motion of Mr. Axworthy (Minister of Human Resources Development and Minister of Western Economic Diversification), seconded by Mr. Martin (Minister of Finance), -- That the Standing Committee on Human Resources Development be directed to consult broadly, to analyze, and to make recommendations regarding the modernization and restructuring of Canada's social security system, with particular reference to the needs of families with children, youth and working age adults;

That the Standing Committee's work be undertaken in two phases as follows: (i) an interim report by March 25, 1994, on Canadians' concerns and priorities regarding social security and training and preparations to receive the Government's Action Plan and proposed changes; and (ii) a final report by September 30, 1994, including a review of the Government's Action Plan and recommendations for reform. (Government Business No. 4)

ROYAL ASSENT

The Speaker informed the House that, the Honourable Deputy Governor General will proceed to the Senate today at 10:00 p.m., to give Royal Assent to certain Bills.


A Message was received from the Honourable John Major, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.
