PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Bernier (Mégantic -- Compton -- Stanstead), seconded by Mr. Lebel (Chambly), moved, -- That, in the opinion of this House, the government should immediately make an official public apology, accompanied by financial compensation, to the hundreds of citizens of Quebec who were the victims of arbitrary arrest and unjustified detention during the enforcement of the War Measures Act in the early '70s. (Private Members' Business M-332)

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-72, An Act to amend the Criminal Code (self-induced intoxication).

Mr. Rock (Minister of Justice), seconded by Ms. McLellan (Minister of Natural Resources), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Legal Affairs.


The Order was read for the consideration at report stage of Bill C-69, An Act to provide for the establishment of electoral boundaries commissions and the readjustment of electoral boundaries, as reported by the Standing Committee on Procedure and House Affairs with amendments.

    Q-121 -- Mr. Strahl (Fraser Valley East) -- With regard to all departments and agencies of the government, what were the numbers of air flights taken during the fiscal year 1993-94 by department/agency, what is the total cost of air travel by department/agency, how many of those flights were business class and how many were economy class by department/agency, and what was the proportionate cost of business versus economy class, again by department/agency?

GOVERNMENT ORDERS

The House resumed consideration at report stage of Bill C-69, An Act to provide for the establishment of electoral boundaries commissions and the readjustment of electoral boundaries, as reported by the Standing Committee on Procedure and House Affairs with amendments.

Group No. 1

Mr. Hermanson (Kindersley -- Lloydminster), seconded by Mr. Hill (Macleod), moved Motion No. 1, -- That Bill C-69, in Clause 3, be amended by replacing line 17, page 2, with the following:

    ``electoral districts in the province varies by 15''.

Mr. Hermanson (Kindersley -- Lloydminster), seconded by Mr. Hill (Macleod), moved Motion No. 2, -- That Bill C-69, in Clause 4, be amended by replacing line 2, page 3, with the following:

    ``in the province varies by less than 15 per''.

Mr. Hermanson (Kindersley -- Lloydminster), seconded by Mr. Hill (Macleod), moved Motion No. 3, -- That Bill C-69 be amended by deleting Clause 5.

Mr. Hermanson (Kindersley -- Lloydminster), seconded by Mr. Hill (Macleod), moved Motion No. 5, -- That Bill C-69, in Clause 19, be amended:

    (a) by replacing lines 24 and 25, page 11, with the following:
      ``for province shall, subject to subsection (1), be governed by the following rules:'' and
    (b) by replacing line 34, page 11, with the following:
      ``than 15 per cent from that quota, which''.

Mr. Hermanson (Kindersley -- Lloydminster), seconded by Mr. Hill (Macleod), moved Motion No. 7, -- That Bill C-69, in Clause 19, be amended by deleting lines 28 to 42, page 12.

Pursuant to Standing Order 76.1(5), the Speaker also selected and grouped for debate the following motion:

The question was put on Motion No. 1 and, pursuant to Standing Order 76.1(8), the recorded division, which also applies to Motions Nos. 2, 3, 5 and 7, was deferred.

Group No. 2

Mr. Langlois (Bellechasse), seconded by Mr. Crête (Kamouraska -- Rivière-du-Loup), moved Motion No. 4, -- That Bill C-69, in Clause 16, be amended by replacing lines 41 to 44, page 8, with the following:

    ``Constitution Act, 1867 and, notwithstanding the foregoing, when by application of this subsection the number of members to be assigned to the Province of Quebec is less than 25 per cent of the total number of members in the House of Commons, the Chief Electoral Officer shall assign at least 25 per cent of the total number of members to the Province of Quebec.
    (2.1) The Chief Electoral Officer shall cause a notice to be published in the Canada Gazette forthwith setting out the results thereof.''

Debate arose on the motion in Group No. 2.

The question was put on Motion No. 4 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

The House proceeded to the taking of the deferred recorded divisions at report stage of Bill C-69, An Act to provide for the establishment of electoral boundaries commissions and the readjustment of electoral boundaries, as reported by the Standing Committee on Procedure and House Affairs with amendments.

Pursuant to Standing Order 45(5)(a), the recorded divisions were further deferred until Tuesday, March 28, 1995, at 5:30 p.m.


The House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-68, An Act respecting firearms and other weapons, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs;

And of the amendment of Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Hermanson (Kindersley -- Lloydminster), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-68, An Act respecting firearms and other weapons, because the principle of establishing a system for licensing and registration of all firearms and the principle of creating a variety of offenses are two unrelated issues that should be addressed separately.''
