Motions
By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Speaker (Lethbridge), moved, — That the name of Darrel Stinson be added to the list of Associate Members of the Standing Committee on Procedure and House Affairs.
The question was put on the motion and it was agreed to.
By unanimous consent, it was ordered, — That three members and two staff of the Standing Committee on Justice and Legal Affairs be authorized to travel to Winnipeg, Manitoba, on Sunday, October 1, and Monday, October 2, 1995, in order to participate in the Canadian Congress on Criminal Justice.

Government Orders
The Order was read for the third reading of Bill C–45, An Act to amend the Corrections and Conditional Release Act, the Criminal Code, the Criminal Records Act, the Prisons and Reformatories Act and the Transfer of Offenders Act.
Mr. Gray (Solicitor General of Canada), seconded by Mr. Massé (President of the Queen’s Privy Council for Canada, Minister of Intergovernmental Affairs and Minister for Public Service Renewal), moved, — That the Bill be now read a third time and do pass.
Debate arose thereon.
Private Members’ Business
At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members’ Business.
The House resumed consideration of the motion of Mr. Szabo (Mississauga South), seconded by Mrs. Payne (St. John’s West), — That, in the opinion of this House, the government should consider the following initiatives for addressing the underground economy:
- an enhanced information campaign to educate the public and to encourage their participation in addressing the problem;
- a limited amnesty on interest and penalties otherwise payable when a taxpayer voluntarily declares income previously undeclared;
- a tax credit to taxpayers on home improvements and renovations to provide an inducement to create the essential paper trail and to serve as one of the primary vehicles for the information campaign. (Private Members’ Business M–382)
The debate continued.
Pursuant to Standing Order 93, the time provided for consideration of Private Members’ Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
