Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McTeague (Ontario), seconded by Mrs. Ur (Lambton -- Middlesex), Bill C-352, An Act to amend the Members of Parliament Retiring Allowances Act (members who cease to be citizens of Canada), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Accordingly, the Bill was read the second time and, by unanimous consent, referred to a Committee of the Whole.

The Committee considered the Bill and reported it without amendment.

Pursuant to Standing Order 76.1(12), Mr. Rock (Minister of Justice and Attorney General of Canada) for Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the C-105, An Act to implement a convention between Canada and the Republic of Latvia, a convention between Canada and the Republic of Estonia, a convention between Canada and the Republic of Trinidad and Tobago and a protocol between Canada and the Republic of Hungary, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

By unanimous consent, Mr. Rock (Minister of Justice and Attorney General of Canada) for Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the Bill be now read a third time and do pass.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Gilmour (Comox -- Alberni), seconded by Mr. Forseth (New Westminster -- Burnaby), -- That in the opinion of this House, the government should support the undertaking of a country-wide program of improving the treatment of municipal sewage to a minimum standard of at least that of primary treatment facilities. (Private Members' Business M-425);

And on the amendment of Mrs. Guay (Laurentides), seconded by Mr. Ménard (Hochelaga -- Maisonneuve), -- That the motion be amended by adding after the words ``country-wide program'' the following:

``with the right for all provinces to opt out with full financial compensation.''.
