Mr. Guimond (Beauport -- Montmorency -- Orléans), seconded by Mr. Nunez (Bourassa), moved, -- That, in the opinion of this House, the government should oblige all railway companies that receive National Transportation Agency authorization to abandon branch lines or sections under the National Transportation Act, 1987, to offer such branch lines or sections for public sale before abandoning them. (Private Members' Business M-494)

The House resumed consideration of the motion of Ms. Marleau (Minister of Health), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-95, An Act to establish the Department of Health and to amend and repeal certain Acts, be now read a second time and referred to the Standing Committee on Health;

And of the amendment of Mrs. Picard (Drummond), seconded by Mr. Laurin (Joliette), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-95, An Act to establish the Department of Health and to amend and repeal certain Acts, because the principle of the Bill does not provide for including in the Minister's powers, duties and functions, the power to award full and entire financial compensation to any province wishing to exercise fully its jurisdiction over health.''
