GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-96, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, be now read a second time and referred to the Standing Committee on Human Resources Development;

And of the amendment of Mrs. Lalonde (Mercier), seconded by Mr. Bélisle (La Prairie). -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-96, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, because the principle of the Bill includes no provision requiring the Minister, as part of that person's powers, to award full and entire financial compensation to any province wishing to exercise, fully and alone, jurisdiction over human resources development.''
