Mr. Scott (Fredericton -- York -- Sunbury), from the Standing Committee on Health, presented the 7th Report of the Committee (Bill C-95, An Act to establish the Department of Health and to amend and repeal certain Acts, with amendments). -- Sessional Paper No. 8510-351-173.
A copy of the relevant Minutes of Proceedings (Issue No. 34, which includes this Report) was tabled.

MOTIONS
By unanimous consent, Mr. Boudria (Glengarry -- Prescott -- Russell), seconded by Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), moved, -- That, on Thursday, December 7, 1995, if any division is demanded with regard to any business pursuant to Standing Order 81, the said division shall be deferred until 6:30 p.m. on Monday, December 11, 1995; and
On Friday, December 8, 1995, notwithstanding the Order made Thursday, November 30, 1995, the putting of the question on any motion relating to the Business of Supply pursuant to Standing Order 81 shall be deferred until 6:30 p.m. on Monday, December 11, 1995.

By unanimous consent, Mr. Boudria (Glengarry -- Prescott -- Russell), seconded by Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), moved, -- That, during the debate on Government Business No. 26 today, there shall be no quorum calls nor dilatory motions accepted by the Chair, and at the expiry of the debate, the question then before the House shall be deemed put and a recorded division deemed demanded and accordingly deferred to 6:30 p.m. Monday, December ll, 1995.

GOVERNMENT ORDERS
The House resumed consideration of the motion of Mr. Chrétien (Prime Minister), seconded by Ms. Copps (Deputy Prime Minister and Minister of the Environment), -- That
-
Whereas the people of Quebec have expressed the desire for recognition
of Quebec's distinct society;
-
(1) the House recognize that Quebec is a distinct society within
Canada;
-
(2) the House recognize that Quebec's distinct society includes its
French-speaking majority, unique culture and civil law tradition:
-
(3) the House undertake to be guided by this reality;
-
(4) the House encourage all components of the legislative and
executive branches of government to take note of this recognition and
be guided in their conduct accordingly. (Government Business No.
26)
Mr. Manning (Calgary Southwest), seconded by Mr. Harper (Calgary West), moved the following amendment, -- That the motion be amended by adding immediately after the word ``accordingly'' the following:

``(5) Nothing in this resolution shall:
-
i) Confer or be interpreted as conferring upon the legislature or
government of Quebec, any new legislative or executive powers,
proprietary rights, status, or any other rights or privileges not
conferred on the legislature or government of any province;
-
ii) Diminish or be interpreted as diminishing in any way the rights
and freedoms of any resident of Quebec;
-
iii) Deny or be interpreted as denying that Canada constitutes one
nation.''
Debate arose thereon.

At 5:28 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.
Mr. Assad (Gatineau -- La Lièvre), seconded by Mrs. Bakopanos (Saint-Denis), moved, -- That, in the opinion of this House, the government should consider the advisability of reviewing and reforming funding for political parties. (Private Members' Business M-367)
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
