ORAL QUESTIONS

Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

GOVERNMENT ORDERS

At 3:00 p.m. pursuant to Order made Tuesday, February 22, 1994, the House proceeded to the deferred division on the motion of Mr. Collenette (Minister of National Defence and Minister of Veterans Affairs), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), -- That a Special Joint Committee of the Senate and of the House of Commons be appointed to consider Canada's Defence Policy;

That the document entitled ``Review of Canadian Defence Policy, Minister of National Defence Guidance Document'', be referred to the Committee;

That the Committee be directed to consult broadly and to analyze the issues discussed in the above-mentioned document, and to make recommendations in their report concerning the objectives and conduct of Canada's Defence Policy;

That eleven Members of the House of Commons and five Members of the Senate be Members of the Committee;

That the Members of the House of Commons Standing Committee on National Defence and Veterans Affairs be appointed to act on behalf of the House as Members of the said Committee;

That the Committee have the power to sit during sittings and adjournments of the House;

That the Committee have the power to report from time to time, to send for persons, papers and records, and to print such papers and evidence from time to time as may be ordered by the Committee;

That the Committee have the power to retain the services of expert, professional, technical and clerical staff;

That the Committee have the power to adjourn from place to place inside Canada and abroad and that, when deemed necessary, the required staff accompany the Committee;

That a quorum of the Committee be nine Members, whenever a vote, resolution or other decision is taken, so long as both Houses are represented and that the Joint Chairmen be authorized to hold meetings, to receive evidence and authorize the printing thereof, whenever six Members are present, so long as both Houses are represented;

That the Committee or its representatives meet on occasions it deems fitting with the parliamentary committee or its representatives charged with reviewing Canada's foreign policy;

That notwithstanding the usual practices of this House, if the House is not sitting when an interim or final report of the Committee is completed, the Committee shall report with the Clerk of the House and that it shall thereupon be deemed to have been laid upon the Table;

That the Committee present its final report no later than September 30, 1994; and

That a message be sent to the Senate requesting that House to unite with this House for the above purpose, and to select, if the Senate deems it advisable, Members to act on the proposed Special Joint Committee.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Massé (President of the Queen's Privy Council for Canada), for Mr. Martin (Minister of Finance), seconded by Mr. Rock (Minister of Justice), Bill C-14, An Act to provide borrowing authority for the fiscal year beginning on April 1, 1994, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to provide borrowing authority for the fiscal year beginning on April 1, 1994''.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rock (Minister of Justice), seconded by Mr. Massé (President of the Queen's Privy Council for Canada), Bill C-15, An Act to revise certain income tax law amendments in terms of the revised Income Tax Act and Income Tax Application Rules, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed the adjourned debate on the motion of Mr. Martin (Minister of Finance), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That this House approves in general the budgetary policy of the Government. (Ways and Means Proceedings No. 6)

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Gauthier (Roberval), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

``this House denounces the reversal of the Government's position on the Budget which:

(a) tackles the problem of the deficit on the back of a middle class already bled white by the tax increases of recent years;

(b) gives up trying to control spiralling deficit-related expenditures by basing its fiscal analysis on unrealistic revenue projections;

(c) refuses to eliminate tax loopholes for the wealthy and for big business;

(d) abandons the poor to their fate by its readiness to slash funding for social programs; and

(e) continues the destructive policies of preceding governments by demonstrating a flagrant lack of long-term vision and by giving no hope to the jobless.''

Debate arose thereon.

Mr. Speaker (Lethbridge), seconded by Mr. Harper (Calgary West), moved the following sub-amendment, -- That the amendment be amended by removing all the words after ``Budget'' and by adding thereafter the following words:

``and regrets that the necessary measures were not taken to balance the budget by the end of the 35th Parliament.''

Debate arose thereon.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:

RESOLVED: That the Senate do unite with the House of Commons in the appointment of a Special Joint Committee of the Senate and the House of Commons to consider Canada's Defence Policy;

That the document entitled: ``Review of Canadian Defence Policy, Minister of National Defence Guidance Document'', be referred to the Committee;

That the Committee be directed to consult broadly and to analyze the issues discussed in the above-mentioned document, and to make recommendations in their report concerning the objectives and conduct of Canada's Defence Policy;

That the Committee be composed of eleven Members of the House of Commons and five Members of the Senate;

That, notwithstanding Rule 86(1)(b), the Members to act on behalf of the Senate on the Committee be the Honourable Senators De Bané, Forrestall, Kenny, Meighen and Sylvain;

That the Committee have the power to sit during sittings and adjournments of the Senate;

That the committee have the power to report from time to time, to send for persons, papers and records, and to print such papers and evidence as may be ordered by the Committee;

That the Committee have the power to retain the services of expert, professional, technical and clerical staff;

That the Committee have the power to adjourn from place to place inside Canada and abroad and that, when deemed necessary, the required staff accompany the Committee;
