Message on Estimates

His Excellency the Governor General transmits to the House of Commons
Supplementary Estimates (B) of sums required for the service of Canada
for the fiscal year ending on March 31, 1994, and, in accordance with
section 54 of the Constitution Act, 1867, recommends these Estimates
to the House of Commons.
Accordingly, the document entitled ``Supplementary Estimates (B), 1993-94'' was laid upon the Table. -- Sessional Paper No. 8520- 351-80.

Mrs. Gagnon (Québec), seconded by Mrs. Venne (Saint-Hubert), moved, -- That this House urge the government to recognize the principle of economic equality between women and men and to implement measures, in areas of federal jurisdiction, to guarantee women equity in employment, wages and living conditions.
Debate arose thereon.
Mrs. Jennings (Mission -- Coquitlam), seconded by Mrs. Brown (Calgary Southeast), moved the following amendment, -- That the motion be amended by adding immediately after the word ``conditions'', the following:
-
``through measures that support equality of opportunity without
resorting to gender discrimination of any kind.''

By unanimous consent, it was ordered, -- That, on Wednesday, March 9, 1994, the House shall continue to sit beyond the ordinary hour of daily adjournment for the purpose of completing consideration of report stage and third reading stage of Bill C-3, An Act to amend the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act; and
That if a recorded division at third reading is demanded, it shall be deferred until Thursday, March 10, 1994, at 10:00 a.m., provided that the time taken for the bells and the vote, if any, shall be added to the time provided for government orders in the same sitting, and the ordinary hour of daily adjournment shall be extended accordingly.

Pursuant to Order made Tuesday, February 22, 1994, the House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That this House approves in general the budgetary policy of the Government. (Ways and Means Motion No. 6)
And on the amendment of Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Gauthier (Roberval), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

``this House denounces the reversal of the Government's position on
the Budget which:
-
(a) tackles the problem of the deficit on the back of a middle class
already bled white by the tax increases of recent years;
-
(b) gives up trying to control spiralling deficit-related expenditures
by basing its fiscal analysis on unrealistic revenue projections;
-
(c) refuses to eliminate tax loopholes for the wealthy and for big
business;
-
(d) abandons the poor to their fate by its readiness to slash funding
for social programs; and
-
(e) continues the destructive policies of preceding governments by
demonstrating a flagrant lack of long-term vision and by giving no
hope to the jobless.''
The House proceeded to the taking of the deferred division on the sub-amendment of Mr. Speaker (Lethbridge), seconded by Mr. Harper (Calgary West), -- That the amendment be amended by removing all the words after ``Budget'' and by adding thereafter the following words:

``and regrets that the necessary measures were not taken to balance
the budget by the end of the 35th Parliament.''
