PRIVATE MEMBERS' BUSINESS

Pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order being read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-201, An Act to amend the Parliament of Canada Act (oath or solemn affirmation).

Mr. Bellemare (Carleton -- Gloucester), seconded by Ms. Beaumier (Brampton), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Speaker (Lethbridge), seconded by Mr. Hart (Okanagan -- Similkameen -- Merritt), moved, -- That this House declare that the Budget plan of this government is not a solution to Canada's debt and deficit problem and therefore request the government to:

      (a) place a moratorium on all new spending programs announced in the Budget such as Youth Services Corps, Court Challenges Program, Residential Rehabilitation Assistance Plan, Engineers Program, and Infrastructure Program;
      (b) establish effective spending caps in cooperation with all parties of this House;
      (c) produce quarterly reports on the progress being made on deficit reduction; and
      (d) commit to immediate corrective action using a spending contingency plan developed in consultation with all parties in the House.

Debate arose thereon.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Gaffney (Nepean), seconded by Mr. O'Reilly (Victoria -- Haliburton), Bill C-222, An Act to amend the Excise Tax Act (extremity pumps), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Gaffney (Nepean), seconded by Mr. Murray (Lanark -- Carleton), Bill C-223, An Act to amend the Income Tax Act (air conditioners), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Debate resumed on the motion of Mr. Speaker (Lethbridge), seconded by Mr. Hart (Okanagan -- Similkameen -- Merritt), in relation to the Business of Supply.

At 6:23 p.m., pursuant to Standing Orders 33(2) and 81(16), the Speaker interrupted the proceedings.

The question was put on the motion and, pursuant to Standing Order 45(5)(a), the recorded division was deferred until Tuesday, March 15, 1994, at 6:30 p.m.
