Presenting Reports from Committees
Mr. Nault (Kenora -- Rainy River), from the Standing Committee on Natural Resources, presented the 1st Report of the Committee, which was as follows:
In accordance with its Order of Reference of Friday, March 11, 1994, your Committee has considered Bill C-6, An Act to amend the Canada Oil and Gas Operations Act, the Canada Petroleum Resources Act and the National Energy Board Act and to make consequential amendments to other Acts, and has agreed to report it without amendment.
A copy of the Minutes of Proceedings and Evidence relating to this Bill (Issues Nos. 6 and 7, which includes this Report) is tabled.
Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Laurin (Joliette), seconded by Mr. Nunez (Bourassa), Bill C-230, An Act to amend the Unemployment Insurance Act (training and self-employment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
First Reading of Senate Public Bills
Mr. Anderson (Minister of National Revenue), for Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), moved, -- That Bill S-2, An Act to implement a convention between Canada and the Republic of Hungary, an agreement between Canada and the Federal Republic of Nigeria, an agreement between Canada and the Republic of Zimbabwe, a convention between Canada and the Argentine Republic and a protocol between Canada and the Kingdom of the Netherlands for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes and to make related amendments to other Acts, be now read a first time.
The question was put on the motion and it was agreed to.
Accordingly, the Bill was read the first time and ordered for a second reading at the next sitting of the House.

SENATE MESSAGES
A message was received from the Senate as follows:

ORDERED: That a Message be sent to the House of Commons to acquaint
that House that the Senate has passed the following Bill, namely:
-
Bill C-3, An Act to amend the Federal-Provincial Fiscal Arrangements
and Federal Post-Secondary Education and Health Contributions Act
without amendment.
A message was received form the Senate as follows:
-
RESOLVED: That the Senate do unite with the House of Commons in the
appointment of a Special Joint Committee of the Senate and the House
of Commons to consider Canada's foreign policy including international
trade and international assistance;
-
That the document entitled: ``Guidance Paper for the Special Joint
Parliamentary Committee reviewing Canadian Foreign Policy'', be
referred to the Committee;
-
That the Committee be directed to consult broadly and to analyze the
issues discussed in the above-mentioned document, and to make
recommendations in their report concerning the objectives and conduct
of Canada's foreign policy;
-
That the Committee be composed of fifteen Members of the House of
Commons and seven Members of the Senate;
-
That, notwithstanding Rule 86(1)(b), the Members to act on behalf of
the Senate on the Committee be the Honourable Senators Andreychuk,
Bolduc, Carney, Gigantès, Kelleher, MacEachen and Perrault;
-
That the Committee have the power to sit during sittings and
adjournments of the Senate;
-
That the committee have the power to report from time to time, to send
for persons, papers and records, and to print such papers and evidence
as may be ordered by the Committee;

That the Committee have the power to retain the services of expert,
professional, technical and clerical staff;
-
That the Committee have the power to adjourn from place to place
inside Canada and abroad and that, when deemed necessary, the required
staff accompany the Committee;

That a quorum of the Committee be twelve Members, whenever a vote,
resolution or other decision is taken, so long as both Houses are
represented and that the Joint Chairpersons be authorized to hold
meetings, to receive evidence and authorize the printing thereof,
whenever six Members are present, so long as both Houses are
represented;

That the Committee be empowered to appoint from among its Members,
such sub-committees as may be deemed advisable, and to delegate to
such sub-committees all or any of its power, except the power to
report to the Senate and House of Commons;

That the Committee or its representatives meet on occasions it deems
fitting with the Special Joint Committee or its representatives
charged with reviewing Canada's defence policy;
-
That the Committee be empowered to authorize television and radio
broadcasting of any or all of its proceedings;
-
That notwithstanding the usual practices of this House, if either the
Senate or the House of Commons is not sitting when an interim report
of the Committee is completed, the Committee shall deposit its report
with the Clerks of both Houses; and said report shall thereupon be
deemed to have been presented to both Houses; and
-
That the Committee present its final report no later than October 31,
1994.
