Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Robichaud (Secretary of State (Parliamentary Affairs)), for Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Young (Minister of Transport), Bill C-25, An Act to amend the Canada Petroleum Resources Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Transport of Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport.

Mr. Young (Minister of Transport), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport.

Debate arose thereon.

Mr. Bouchard (Leader of the Opposition), seconded by Mr. Guimond (Beauport -- Montmorency -- Orléans), moved the following amendment, -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, because the principle of the Bill is flawed due to the fact that it contains no provisions aimed at making the work done by lobbyists more transparent.''

Debate arose thereon.

Mr. Harper (Simcoe Centre), seconded by Mr. Hanrahan (Edmonton -- Strathcona), moved the following sub-amendment, -- That the amendment be amended by adding after the word ``lobbyists'' the following:

      ``in Canada''.

Pearson International Airport, be now read a second time and referred to the Standing Committee on Transport.

PRIVATE MEMBERS' BUSINESS

At 5:56 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The House resumed debate on the motion of Mrs. Gaffney (Nepean), seconded by Mr. Arseneault (Restigouche -- Chaleur), -- That, in the opinion of this House, the government should amend the Income Tax Act so that child support payments are no longer considered taxable income for their recipients. (Private Members' Business M-14)

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.

SENATE MESSAGES

A message was received from the Senate as follows:

      ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed the following Bill, namely:
        Bill C-9, An Act to amend the Income Tax Act,
      without amendment.
