Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Tobin (Minister of Fisheries and Oceans), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), Bill C-29, An Act to amend the Coastal Fisheries Protection Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

the appropriation of public revenue under the circumstances, in the

Mr. Goodale (Minister of Agriculture and Agri-Food), seconded by Mr. Vanclief (Parliamentary Secretary to the Minister of Agriculture and Agri-Food), moved, -- That this House note the pro-active work of the government, in co-operation with farm organizations, industry representatives, and the provinces, to enhance the agriculture and agri-food sector of the Canadian economy, contributing to the well-being of farmers, food security for consumers, sustainable agriculture, economic growth and jobs, and building the sector to be among the best in the world. (Government Business No. 12)

Pearson International Airport, be now read a second time and referred to the Standing Committee on Transport.
The House proceeded to the deferred division on the amendment of Mr. Bouchard (Leader of the Opposition), seconded by Mr. Guimond (Beauport -- Montmorency -- Orléans), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

``this House declines to give second reading to Bill C-22, An Act
respecting certain agreements concerning the redevelopment and
operation of Terminals 1 and 2 at Lester B. Pearson International
Airport, because the principle of the Bill is flawed due to the fact
that it contains no provisions aimed at making the work done by
lobbyists more transparent''.

Mr. Caccia (Davenport), seconded by Mr. O'Brien (London -- Middlesex), moved, -- That, in the opinion of this House, the government should consider the advisability of developing regulations and a program to replace dioxin-producing bleaching processes in pulp and paper mills in Canada and, at the same time, launching immediately a campaign to educate the public about the advantages offered by non-bleached paper products.
